Oil temperature adjustment after the oil cooler!

To adjust the temperature after oil cooling, turn the supply water valve for the circulating water fully open and use the return water to make the adjustment. It’s better to turn the return water up to full and adjust it with water! What’s the difference?
If only the water supply is adjusted and the flow rate of the outlet water is too low, pressure buildup will occur, and the water from behind may not be able to flow upward. It seems pointless to adjust only the outlet flow rate; it’s better to have both the water supply and the outlet open, along with a thermostatic valve to control the temperature
Adjust it with return water. The water supply is turned down too low, while the outlet is fully open. Could there be areas in the heat exchanger where water cannot reach?
In our plant, the outlet flow is adjusted to control the oil temperature.
