To all applicants: In order to ensure smooth registration for the 2016 National Registered Engineer in Surveying and Design Examination across the province, the relevant details are outlined below: 1. Examination date: The 2016 National Registered Engineer in Surveying and Design Examination will be held on September 3rd and 9th, 2016 (see Attachment 1 for details). II. Management Model and Answering Methods for Subjects: All professional practice qualification exams are non-rolling exams; candidates taking the basic exams or the professional exams must pass all subjects within one examination year. The basic exams for all majors are closed-book tests, and candidates are not allowed to bring any reference materials ； The professional examinations for each specialty are open-book exams, allowing candidates to bring various professional codes, reference books, and review manuals published by reputable publishers (for a list of the main codes, standards, and regulations recommended for the professional examinations in each specialty, please refer to Annexes 7-15 attached to this document). When taking the exam, candidates should bring 2B pencils, black ink pens, set squares, erasers, and calculators without sound or text-programming functions, and must answer questions in strict accordance with the instructions for candidates on the first page of the exam paper. Draft paper is provided uniformly by the examination site in quantities sufficient for candidates to complete their answers, and it is collected after the exam. Both the \"Basic Examination\" and the \"Specialized Knowledge Examination\" consist entirely of objective questions, which are answered on answer sheets. For the \"Professional Examination\" for Level 1 and Level 2 Registered Structural Engineers, as well as the \"Professional Case Examination\" for other specialties, candidates are required to write down their answers and the reasoning process on the exam paper, while also filling in the answer sheet. III. Eligibility Requirements: Any citizen of the People’s Republic of China, resident of Hong Kong or Macao who abides by the laws and regulations, adheres to professional ethics, possesses the required professional education and practical experience, and meets the relevant eligibility criteria, may choose one from the following specialties—First- or Second-Class Registered Structural Engineers, Registered Civil Engineers (Geotechnical Engineering, Port and Waterway Engineering, Water Resources and Hydropower Engineering), Registered Mechanical Engineers (Heating, Ventilation, and Air Conditioning, Water Supply and Drainage, Power Systems), Registered Electrical Engineers (Power Generation, Transmission, and Distribution, Power Supply), Registered Chemical Engineers, and Registered Environmental Engineers—to apply for based on their professional qualifications and expertise. Among them, registered civil engineers (hydropower engineering) can choose from five specialized fields: hydropower engineering planning, hydraulic structures, hydropower engineering geology, resettlement related to hydropower projects, and soil and water conservation in hydropower engineering. (1) Eligibility criteria for Level 1 and Level 2 registered structural engineers: Applications and eligibility assessments shall be carried out in strict accordance with the \"Eligibility criteria for the basic examination and professional examination of the 2016 National Level 1 Registered Structural Engineer Practice Qualification Examination, as well as the eligibility criteria for the Level 2 Registered Structural Engineer Practice Qualification Examination\" (Appendix 2) and relevant regulations (details on required educational qualifications are provided in Appendix 3). Regarding the calculation of years of experience in design work. The applicant’s experience in design work refers to the total amount of time spent on structural design work before and after obtaining a formal education degree recognized by the **Ministry of Education**. For those who have obtained an associate’s or bachelor’s degree in the field of structural engineering (civil and architectural engineering), have worked in design related to this field, and subsequently earned a bachelor’s or master’s degree in the same field, the time spent pursuing their bachelor’s or master’s studies can be counted as practical experience gained after completing their associate’s or bachelor’s degree. (II) Eligibility criteria for registered civil engineers (geotechnical): Applications and eligibility assessments shall be conducted in strict accordance with the \"Eligibility Criteria for the 2016 National Examination for Registered Civil Engineers (Geotechnical)\\" (Appendix 4) as well as the relevant professional regulations (see Appendix 6). (III) The eligibility requirements for candidates applying to become Registered Civil Engineers (in port and waterway engineering, water resources and hydropower engineering), Registered Mechanical Engineers (in water supply and drainage, HVAC, power systems), Registered Electrical Engineers (in power generation, transmission, and distribution), Registered Chemical Engineers, and Registered Environmental Engineers are strictly in accordance with the \"Eligibility Requirements for the 2016 National Professional Qualification Exams for Registered Civil Engineers (port and waterway engineering, water resources and hydropower engineering), Mechanical Engineers (HVAC, water supply and drainage, power systems), Electrical Engineers (power generation, transmission, and distribution), Chemical Engineers, and Environmental Engineers\" (Appendix 5) as well as the relevant professional regulations (see Appendix 6) for application submission and qualification assessment. The deadline for professional work experience is December 31, 2016. IV. Registration Process: The 2016 registration examination for registered engineering consultants uses a unified national online registration system. The registration process involves verification first and payment later (online registration – qualification verification – online payment), and applicants must complete the registration process in accordance with the following requirements. (1) Online registration: 1. Register or log in as an individual. Applicants should visit the \"China Personnel Examination Network\" (www.cpta.com.cn/index.html), click on \"Online Registration\", and proceed with personal registration or login. 2. Filling in online information. After registering, applicants should click the “Help” button, read the \"Applicant Registration Guide\" in detail, and fill in the information following the outlined steps. 3. System photo review. After confirming their registration details, applicants wait for an online photo review; once the review is approved, they can print the registration form. 4. Online registration period: June 27, 09:00～July 7, 17:00 (no late registrations will be accepted). (II) On-site qualification review: After completing the online registration process, new applicants must go to the venue to undergo a qualification review. Old candidates do not need to undergo on-site qualification verification after completing the online registration process. New candidates refer to those who are taking the basic exam for a relevant major for the first time, or those who are taking the exam for that major for the first time after passing the basic exam. Relevant academic certificates and degree certificates along with their copies ； 3. My resident ID card and its copy ； 4. Candidates taking the professional exam must also provide proof of meeting the basic requirements; those who did not have such proof prior to 2007 will have their basic qualification status verified by the staff responsible for on-site eligibility checks. Note: ① If the on-site examination staff have doubts regarding the applicant’s length of service, they may request the applicant to provide records showing that the employer has paid social insurance for them; these records should indicate the specific start and end dates of contributions as well as the employer’s name, which must match the employer listed on the application form. If it cannot be provided, it will be considered that the application materials are not genuine, and the applicant will not be allowed to take the exam. ②For the social insurance payment record form, it is sufficient to print only the payment statements for the years that meet the requirements for applying. (IV) Online payment: New candidates can make payments online after passing the on-site qualification review, while existing candidates can do so online after submitting and confirming their personal registration information. V. Precautions for Online Registration (1) Starting from October 2010, once applicants submit their registration information, **no requests to correct that information will be accepted anymore. Therefore, applicants must carefully verify the information entered during online registration. Once the online payment is successful, the entered information cannot be modified. (II) The professional qualification examination is intended for working professionals; students are not allowed to apply. Those who obtain the eligibility to take the exam by forging or altering documents and certificates, or by other improper means, will be dealt with in accordance with the Regulations on Handling Disciplinary Violations in Professional and Technical Personnel Qualification Examinations. (III) Applicants must submit their applications within the designated online registration period; no late submissions will be accepted. (IV) After entering their personal information online and confirming it, applicants can print the application form online. Payment can be made online only after passing the on-site qualification review; completing the online payment signifies a successful submission of the application. (5) Applicants shall fill in all the registration information accurately on the registration website, and submit the relevant registration materials to the designated location within the specified time for on-site qualification verification. Applicants who fail to appear for the on-site qualification verification will be considered to have automatically given up the exam. (6) Online registration only involves the verification of photos; no review is conducted on the personal information provided by applicants. New applicants should carefully check whether they meet the requirements before applying, as those who are found not to meet the criteria during the on-site qualification check will have their application rejected. (7) In accordance with the **Ministry of Human Resources and Social Security’s Provisions on Handling Violations in Professional and Technical Qualification Exams**, any candidate who obtains eligibility to take such exams by forging or altering documents or certificates, or through other improper means, shall not be allowed to take these exams again for 2 years; if a crime is committed, criminal liability will be pursued in accordance with the law. All exam fees are non-refundable. (8) Requirements for organizing materials related to on-site qualification review: 1. Material requirements: (a) Complete and neatly arranged ； (b) Please bind the application form, copies of academic (degree) certificates, and copies of ID cards together in advance ； The size is A4 paper. 2. Binding requirements: (a) Please use a stapler to bind the materials at the top left corner ； (b) Order of documents to be attached: 1 application form, 1 copy of the academic degree certificate, 1 copy of the ID card. 3. Due to the large number of applicants and limited space for examination, in order to maintain order at the site and speed up the examination process, applicants are asked to line up voluntarily and follow the instructions of the staff on site. 4. To avoid congestion at the site, please have your organization send the application materials for review through a designated person as much as possible. VI. Fee Standards

VII. Printing of Admission Tickets
Candidates should check the notice board on the “Jiangsu Construction Talent” website (http://hr.jscin.gov.cn/swhyFront/default.aspx) one week before the exam, in order to print their admission tickets online. VIII. Collection of Invoices: Applicants at the provincial-level registration centers can collect their invoices from November 21st to 25th (from 09:00 to 11:30 in the morning) ； From 13:00 to 16:30 in the afternoon, collect it at Window No. 11 of the Convenience Service Center of the Provincial Department of Housing and Urban-Rural Development by presenting an ID card or a letter of introduction from your employer (8th floor, Building A, Yincheng Plaza, 289 Jiangdong North Road, Nanjing). Applicants must collect it within the specified time; as it involves fee settlement, processing will not be carried out after the deadline. Those applying from other cities should check the relevant online notices at their respective registration sites or consult the local registration offices to obtain their invoices.
