On July 4, the **General Administration of Work Safety held a monthly analysis meeting to conduct an in-depth assessment of the national work safety situation in the first half of the year, and to outline the key tasks for work safety in the third quarter. **Yang Huaning, Secretary of the Party Leadership Group and Director of the State Administration for Work Safety, attended the meeting and delivered a speech, while Xu Shaochuan, Deputy Director, presided over the meeting. The meeting held that the overall safety production situation across the country remained stable in the first half of this year. According to Quick News, in the first half of this year, 24,495 work safety accidents occurred across the country, resulting in 13,723 deaths or missing persons. On a comparable basis, these figures decreased by 2,661 and 1,210 respectively, representing declines of 9.8% and 8.1% respectively. Among them, there was 1 extremely serious accident resulting in 35 deaths, which is 1 fewer accident and 39 fewer deaths compared to the previous year, representing declines of 50% and 52.7%, respectively; there were 14 serious accidents, with 198 deaths or persons missing, a decrease of 4 accidents and 34 deaths compared to the previous year, corresponding to declines of 22.2% and 14.7%, respectively; there were 303 relatively serious accidents, with 1,154 deaths or persons missing, a decrease of 52 accidents and 224 deaths compared to the previous year, representing declines of 14.6% and 16.3%, respectively. The meeting noted that although the overall situation regarding work safety across the country remained stable in the first half of this year, it is also necessary to be aware that severe accidents have not yet been effectively curbed. There was an increase in serious accidents involving fishing vessels, coal mines, fireworks and firecrackers, the construction industry, and water transport; similarly, there was an increase in such accidents in regions such as Liaoning, Jilin, Henan, Guangdong, Sichuan, and Shaanxi. Especially in June, the number of major accidents increased both on a year-on-year and month-on-month basis; in addition, the particularly serious road traffic accident that occurred on June 26 in Chenzhou, Hunan, resulted in heavy casualties. The situation regarding work safety remains severe and complex. In light of the current situation, the meeting conducted an analysis of the major accidents that occurred in July over the past 10 years, and recommended that special attention should be paid to preventing major accidents in industries such as transportation, mining, and chemicals in the near future. First, special attention must be paid to preventing accidents in the transportation sector, particularly in passenger transport, the transport of hazardous chemicals, and water transportation. It is expected that the number of travelers during this summer travel season will increase significantly compared to previous years. Various modes of transportation are highly affected by severe weather conditions. The increased travel activity during the summer vacation, combined with the rise in severe weather events such as heavy rainfall and typhoons, leads to a period in which transportation accidents occur more frequently. It is necessary to carry out thorough inspections and rectifications of safety hazards in transportation in order to prevent serious accidents on roads, railways, waterways, and in aviation. Secondly, it is necessary to prevent water inrush accidents in mining enterprises, especially those caused by rainfall such as underground water inrush and dam failures in tailing ponds. During the rainy season, when rainfall is abundant, water inrush accidents occur frequently in mining enterprises. Special attention should be paid to checking the flood safety of construction sites, employee dormitories, temporary facilities and other buildings. Emphasis should be placed on examining the flood control and water management measures in mining enterprises. Inspections of hazardous warehouses, unattended warehouses, and warehouses that are no longer in use should be intensified to prevent accidents. Third is to prevent accidents in chemical enterprises, especially those where hazardous chemicals are stored. Recently, inventory levels of certain chemical products, particularly those at ports, have increased. It is necessary to learn from the lessons of the extremely serious \"8·12\" accident in Tianjin in 2015, and to strengthen supervision and regulation of storage facilities for explosives such as *ao acid an, as well as toxic and harmful gases, and of storage sites for flammable liquids of Category A and B as well as liquefied gases. This is aimed at preventing severe accidents caused by extreme weather conditions such as high temperatures, humidity, and lightning.
