Are ESD systems and SIS systems the same thing?

We generally assume that ESD systems and SIS systems are the same thing, but I encountered someone from a design firm who said that, depending on the user’s process conditions, an ESD system is sufficient in accordance with certain regulations (though he didn’t specify which regulations, and it’s impossible to find that information). A SIS system isn’t necessary. It’s confusing – has anyone else run into this situation? I hope fellow travelers can help spread this knowledge or provide the names of relevant regulations for easy reference. Thank you in advance!
