According to the catalog of special equipment issued by the General Administration of Quality Supervision, Inspection and Quarantine in 2015, pipes carrying flammable media with a diameter larger than DN50 are referred to as pressure pipes; however, the definition of pressure pipes in GB-T 20801 has not changed. Before construction, the Quality Supervision Bureau must be informed to carry out installation supervision and inspection.
II. Regarding special equipment listed in the original catalog but not in the new catalog: As of the date of implementation of the new catalog, quality and technical supervision departments at all levels will no longer carry out administrative licensing, supervision and inspection, or administrative penalties regarding such special equipment. Regarding special equipment that is within the original catalog but outside the new catalog, for administrative approvals, inspection and testing, supervision and inspection, administrative penalties, accident investigation and handling procedures that have already been initiated prior to the implementation of the new catalog, the following handling guidelines apply: (1) Registration for use. For those applications that have been accepted but for which certificate issuance has not yet been completed, the registration authority shall terminate the registration process, inform the user entity that the equipment is no longer subject to supervision, and advise them to strengthen safety management ; In cases involving fees, the relevant amounts will be refunded. After the implementation of the new catalog, the use registration certificates for special equipment that were included in the previous catalog but not in the new one become invalid. The registration authority shall clean up the existing records and databases related to special equipment in use, announce the invalid registration certificates to the public, and store separately the records and data of special equipment that are not included in the new catalog. Since 2015, it has been excluded from the statistics on special equipment. (II) Licensing of production units and approval of inspection and testing agencies. If an application has been accepted but the issuance of the certificate has not yet been completed, the administrative authority responsible for granting the license shall terminate the licensing process. Upon the completion of the licensing process, if fees are involved in the appraisal and evaluation, the appraisal and evaluation agency shall negotiate with the applicant to refund such fees. Where the issuance of a certificate has been completed but no permit or approval has been issued, the administrative authority responsible for granting such permits shall issue the permit or approval accordingly. Licenses or approvals that have been issued remain valid during their validity period; they become invalid upon the expiration of that period, and the administrative authority responsible for issuing such licenses will no longer accept applications for renewal. (III) Evaluation of design documents, supervision inspections, periodic inspections, and type tests. For those that have been submitted for inspection but for which the report (certificate) has not yet been issued, the inspection and testing agency shall seek the opinions of the production unit and the user unit, so that they can decide whether to proceed with the relevant work. If the production unit or the user unit needs to continue carrying out relevant work, the inspection and testing agency shall proceed with such work and issue the corresponding reports (certificates). Otherwise, the inspection and testing agency shall terminate the relevant process; in cases where fees are involved, it shall negotiate with the production unit or the user unit regarding the refund of those fees. If the issuance of the report (certificate) has already been completed, but the corresponding report (certificate) has not yet been issued, the inspection and testing agency shall continue to issue the corresponding report (certificate). (IV) Supervision and inspection. For those for which a safety supervision order for special equipment has been issued but the required rectifications have not been completed, no further supervision or inspection of the rectification process will be carried out. The relevant party shall be informed that such equipment is no longer subject to supervision, advised to strengthen safety management, and required to report to the local ** authorities. (5) Administrative penalties. If a case has been filed but no administrative penalty decision has been issued, the filing shall be revoked. If the administrative penalty decision has been served but not fully executed, execution shall continue. (VI) Accident investigation. For accidents that occurred before the implementation of the new regulations and are currently under investigation and handling by quality and technical supervision departments at all levels, such investigations and handling should be completed, and these accidents should be included in the statistics on special equipment accidents. After the new catalog comes into effect, such incidents will no longer be classified as special equipment accidents.
