The sustained stability of safe production relies not only on safety regulations, but more importantly on the employees – on their participation, their compliance with rules and regulations, and their voluntary actions. Only through the active involvement of employees can safe production be ensured. Hazard identification and mitigation, as an important part of work safety efforts, is no exception and also requires the participation of employees. To encourage employees to participate in the identification and resolution of safety hazards, it is first necessary to create a positive safety culture. Party committees at all levels, as well as relevant departments and enterprises, should use various channels and methods to vigorously promote the importance of work safety, as well as the policies and knowledge related to it. Advanced safety concepts should be ingrained in people’s minds. A positive atmosphere in which everyone participates in and is concerned about safety should be created in society, enterprises, government agencies, communities, and every other place, thereby laying a solid public opinion and ideological foundation for identifying and addressing potential safety hazards. People are the decisive factor in hazard identification and mitigation. The three forms of potential accident hazards are: unsafe conditions of objects, unsafe behaviors of people, and management deficiencies. Among these, unsafe behaviors of people are the source of such hazards, while unsafe conditions of objects and management deficiencies are also related to human factors. Therefore, to identify and address potential hazards, it is necessary to find ways to motivate all employees to take initiative and participate actively, turning the task of identifying accident hazards into a personal responsibility for each employee and turning it into their own voluntary action. The key to identifying and addressing potential hazards is to involve employees. Employee participation is the foundation for enterprises to carry out safe production effectively. Enterprise employees are the main force behind safety production activities; all efforts related to safety production must involve the widest possible participation of employees in order to truly ensure safe production. Without their involvement, nothing can be accomplished. Employees work and produce on the front line; in particular, those who have been working there for a long time have a more comprehensive understanding of the working environment, equipment operation, safety measures, etc., as well as richer practical experience. They possess the most direct insight and accurate understanding of potential accident hazards and safety production issues. Their direct involvement is necessary for identifying such hazards. Only when employees actively participate in the process of identifying and addressing these hazards, and contribute their ideas to ensure the company’s safe production, can it be ensured that no gaps or blind spots remain, allowing for more thorough and comprehensive resolution of these issues. By carrying out activities to identify and address potential hazards, employees can learn how to detect such hazards and understand them better. Through practice, they acquire more knowledge regarding safe production, their safety awareness is enhanced, their attitude toward safety changes, and their concept of safety is strengthened. This boosts their willingness and initiative to carry out safe production tasks, enabling a true shift from \"I am required to be safe\" to \"I want to be safe\", and further from \"I want to be safe\" to \"I know how to be safe and I can ensure my own safety\".
