The Work Safety Law stipulates that mines, construction companies, and entities that handle hazardous materials shall establish work safety management departments or appoint full-time work safety managers. A Production, transportation, storage B Production, storage, use C Production, transportation, use D Production, operation, storage. Why isn’t \"transportation and use\" an option? Do units that use hazardous materials not need to be established then? Very confused
The entities that use it don’t necessarily have to do so on a large scale~ For example, canteens that use liquefied gas don’t need to have full-time safety officers, right? I’m not sure if my understanding is correct~
Choose D. Transportation should be classified under transportation; its use falls within the scope of operations.

Do organizations that use hazardous materials then not need to establish any measures? ——The new version has added “road transportation units,” and “production, operation, and storage units” now include “user units.”
