Normal liquid level in the tower bottom

I would like to ask: when calculating a vertical thermosyphon reboiler, the upper tube sheet is generally set at the same level as the normal liquid level in the reactor tank. How is this normal liquid level determined? Should it be calculated based on 5–15 minutes of the outlet flow rate from the bottom of the tower, or based on 5–15 minutes of the circulation volume in the reboiler? How is the height of the vapor return port in a vertical thermosyphon reboiler determined? I would appreciate guidance from those with experience in this field --
