Regarding the qualifications of design institutes, in the past I was only familiar with the engineering design qualification certificates issued by the Ministry of Housing and Urban-Rural Development. For a recent project, however, the engineering design qualification certificates of the participating units were grade A engineering design certificates issued by the ‘xx Industry Association of xxx Province’. The qualification issued by the Ministry of Housing and Urban-Rural Development should allow one to undertake projects nationwide (within the scope of that qualification), whereas the qualification awarded by the industry association in XX province imposes restrictions on areas such as the geographic scope of operations; can this qualification be used in such cases? Does anyone know? Please help answer~~~ .

In accordance with the State Council’s decision to amend the Regulations on the Management of Survey and Design Activities for Construction Projects, a qualification management system is implemented for entities engaged in such survey and design work. In other words, the engineering design qualification, as well as the certification for such qualifications, are issued by the “xx Industry Association in xxx Province”; they are therefore illegal and invalid. Additionally, the Class A qualification for engineering design must be approved and issued by the Ministry of Housing and Urban-Rural Development. Level B qualification is approved and authorized by the housing and construction department of the province (autonomous region), reported to the Ministry of Housing and Urban-Rural Development for record-keeping, and a qualification certificate is issued.
It is obvious that this participating entity holds an invalid engineering design qualification. They are not allowed to engage in any design-related activities.
Also. By obtaining the corresponding design qualifications, one is able to undertake the design, general contracting, and project management of projects within the scope of those qualifications, regardless of location. However, various provinces and cities also have detailed rules for market access, which need to be filed with the housing and construction department in the location of the project.
