Can mobile pressure vessels be connected to production facilities and used as fixed pressure vessels?

Since fixed pressure vessels require a large amount of space and the available area is insufficient, is it possible to avoid using fixed pressure vessels and instead have tank trucks deliver the liquid directly to the production equipment for use? If not, which guidelines have been violated? What is the evidence that it’s not possible?
I have seen chlorinated paraffin manufacturers connect chlorine tank cars directly to the feed pipes of their production units. It’s estimated to be possible, but certain equipment is required.
Generally speaking, there should be containers such as buffer tanks in front of the production unit... Also, doesn’t the production unit operate continuously?
It should be prohibited; I’ve only seen that liquefied gas tankers cannot be used to directly fill gas cylinders.
