Are there any standards regarding flanges and the allowable amount of leakage from valves?

We often talk about the leakage ratings of valves, which are classified into levels 1 to 6. But are there any allowable standards for external leakage? During production operations, for combustible gases, when the temperature is not high, soap water is used for leak detection, by observing the number and size of bubbles ； For high temperatures, use a gas detector. But it's all based on experience; there are no standards.
I haven’t heard of any standards allowing flammable materials to leak outside; I hope someone knowledgeable can clarify this.
VOC detection is currently being used; if the level at the flange area reaches the ppm range, repairs must be carried out.
