Can personnel who are engaged in design, welding, and the development of manufacturing processes at pressure vessel design and manufacturing companies also serve as RTUT Level 2 non-destructive testing personnel (with the relevant certification) to carry out non-destructive testing tasks? Is it legal?
The quality assurance system does not contain any regulations regarding part-time roles for general staff; it only stipulates that the number of part-time responsibilities held by those in charge of pressure vessel quality assurance shall not exceed 2, and such individuals shall not also hold responsibilities related to management.
Personnel in the quality system shall not hold more than two concurrent positions. In general manufacturing units, the NDT responsible engineer is appointed separately and works independently. Generally, welding is combined with heat treatment; materials testing is combined with physical and chemical analysis. Inspection is carried out separately, while equipment and metrology are merged into one category. Design can be combined with process engineering, although some experts may not allow design to be combined with process engineering.
It should be possible to work as a part-time non-destructive testing technician, as long as one does not hold the role of responsible engineer part-time.
