Sources of water for industrial production

New to the environmental protection industry; seeking advice from everyone. . . Is approval required for the water usage in chemical processing projects? Also, if it is planned to use reclaimed water from a wastewater treatment plant, but that plant shuts down, where can the missing water come from?:
Find the nearest large water source and submit an application for approval.
It is necessary to obtain a water withdrawal permit from the local water resources department

Oh, the thing is that now some people are thinking of using groundwater, but that definitely won’t work. . It must be terrible to get caught
I’m not sure if it will be approved. . It must cost quite a bit of money too.
