The State Council has decided to make the following amendments to the Regulations on the Management of Survey and Design Work for Construction Projects: An additional article is to be added as Article 40: “If, in violation of the provisions of these regulations, survey and design units fail to prepare the survey and design documents for construction projects in accordance with the project approval documents, urban and rural planning plans, as well as the specified requirements regarding the depth of survey and design work, they shall be ordered to make corrections within a specified time limit.”； If the violation is not corrected within the prescribed time, a fine of not less than 100,000 yuan but not more than 300,000 yuan shall be imposed ； In the event of engineering quality accidents, or environmental pollution and ecological damage, the entity shall be ordered to suspend operations for rectification and have its qualification level reduced ； In serious cases, the qualification certificate shall be revoked ； Those who cause losses shall bear liability for compensation in accordance with the law. ” Under the revised Regulations, some design institutes responsible for large-scale coal chemical projects must assume liability in accordance with the law.
