Lateral comparability between HG and SH standards

Taking the layout design within a plant as an example, standards in the HG series such as HG/T 20519 and HG/T 20546 specify the required level of detail and the content related to layout design, while standards in the SH series such as SHSG-033 and SHSG-053 also establish corresponding requirements regarding the level of detail and content of layout design. 1. What are your views on the differences in regulations set by these various system standards for the same profession? 2. Is there any horizontal comparison regarding the slight differences in the standards of these two systems? 3. What are the bases for establishing the standards of these two systems?
Personally, I think it should be determined based on the main content of the project: HG/T should be used for chemical-related projects, while SH should be used for petrochemical projects. If there are unified regulations for a particular project, those regulations should be followed. SHSG tends to focus more on scheme design
Article 1.0.2 in the general provisions of HG/T20519-2009, as well as HG/T20546-2009, specify that industries such as petroleum, petrochemicals, light textiles, and pharmaceuticals can refer to these standards in their operations. 1. Can this sentence be understood as follows: when there are no industry-specific standards in a particular field, such standards should be used as a basis for design? ； When there are industry-specific standards, one can either use those industry standards or adopt them as a basis for design. 2. The prevailing view nowadays is that the standards set by the Ministry of Chemical Industry are of a higher level than those specified in the petrochemical regulations. If the Ministry of Chemical Industry’s standards are used as the main reference during the design process, with petrochemical regulations serving as a supplement, an issue arises: when the standards set by these two bodies differ regarding the same matter, should the chemical industry standards be given priority? If that’s the case, how should the instructions for the device layout design be written?
