Classification confirmation of pressure vessels

The medium used in the company’s equipment is a highly toxic substance, and the operating pressure is at atmospheric pressure. Does this equipment need to be regulated as a pressure vessel?
At normal pressure, no regulation is required as it does not fall into that category. However, it is best to exercise strict control during equipment manufacturing, as after all, it is highly toxic and poses serious risks.
The equipment is a reaction kettle, which was designed and manufactured with pressure vessel standards in mind, but is it necessary to register it as a pressure vessel when in use? Could you provide the specific institutional regulations in this regard?

I. A pressure vessel refers to a vessel that meets all of the following three conditions: 1. Operating pressure (PW) ≥ 0.1 MPa (excluding hydrostatic pressure). 2. The inner diameter (for non-circular cross-sectional areas, the maximum dimension) is ≥0.15 M, and the volume V is ≥0.025 M3. 3. The medium contained is a gas, a liquefied gas, or a liquid whose maximum operating temperature is greater than or equal to its standard boiling point.
Vessels with a PV of not more than 2.5 are not considered pressure vessels.
You can raise the design and manufacturing standards to carry out pressure vessel design and manufacturing. However, it does not belong to pressure vessels, so it is not under the supervision of the boiler inspection agency.
