The manufacturing of a certain device has been completed by the manufacturer; our quality control engineers have carried out factory inspections and issued release certificates. The purchasing party has made the necessary payments for delivery in accordance with the terms of the contract. But the manufacturer refused to ship at this time. The reason is: there is a lack of trust in our company, and they require us to pay the remaining amount in full before agreeing to ship the goods.
This manufacturing factory is really terrible; if it’s a custom order, then deducting money for equipment makes no sense at all!
Failing to deliver goods on time as per the contract constitutes a breach of contract; the terms related to such breaches are usually specified in the contract. . Take a closer look to see which side is in advantage before deciding. .
Use Alipay to transfer the money to a third party first
First, negotiate to find a solution that is acceptable to everyone; if negotiations fail, turn to legal proceedings to demand that the other party comply with the contract terms and compensate for the losses.

Negotiations are in progress, and it has been agreed that the manufacturer will issue a 10% quality guarantee, allowing for full payment at the time of delivery. Yet the manufacturer insists on a full payment and will not issue a guarantee. Currently, the phone is not answered and emails are not responded to. Send someone on a business trip; the factory is somewhere in the southwest. The project is in the later stages of construction, and the procurement department really doesn’t have any staff available, which is quite troublesome.
At this pace, it seems the manufacturer doesn’t even want to provide after-sales service or warranty anymore.
The manufacturer only wants to engage in a one-time deal, seemingly unconcerned with whether the product performs well or not; this is also a sign of dishonesty.
It seems to be an EPC project; the procurement contract should be quite standardized, with contractual terms in place to regulate things. So why can this manufacturing factory make such unreasonable demands? Are there any details or insider information in between?
Do you really dare to use the equipment from such manufacturers? It seems to be a one-time deal; it’s likely that there are problems with your supervision staff as well. It’s possible they colluded.
