Issues regarding hazardous operation permits under the Jiangsu Province Work Safety Regulations

In July, the province updated Article 24 of the Jiangsu Province Work Safety Regulations. When carrying out hazardous operations such as blasting, lifting, working in dangerous areas, working at heights, working in confined spaces, working near high-voltage power lines, demolishing buildings and structures, and conducting major maintenance tasks, production and business units must adhere to the relevant management systems for such hazardous operations and fulfill the following responsibilities: (1) Develop operation plans, safety precautions, and emergency response plans based on the associated risks； (II) Confirm that the on-site working conditions meet the requirements for safe operation ； (III) Verify that the operating unit’s qualifications for carrying out operations, the qualifications of the personnel involved in these operations, and the personal protective equipment provided meet the requirements for safe operation ； (IV) Coordinate with the appropriate safety facilities, implement safety precautions, establish a safe area at the work site, and assign dedicated personnel to provide unified command and supervision on-site ； (5) Before carrying out hazardous operations, explain the risk factors, safety requirements for the operations, and emergency measures to the workers, and have both parties sign to confirm this ； (6) In the event of an emergency that poses a direct threat to personal safety, take emergency measures, stop operations, and evacuate personnel. Regarding Article 24, Item 1, operation plans, safety precautions, and emergency response plans shall be formulated based on the risk of harm. A work plan must definitely be established before carrying out any task, but when it comes to tasks involving hot work, working at heights, or working in confined spaces, having all of these plans seems too complicated. For similar tasks in the past, we simply issued the necessary permits, which included safety measures and risk analyses, but did not include a specific work plan or an emergency response plan. I would appreciate some advice from everyone; we are planning to update such tickets and the related systems soon.
