[Question 1] Some safety inspections are poorly organized; there is an insufficient number of inspectors, and no thorough preparation is done before the inspections. As a result, the key aspects are not clearly identified during the inspections, and the scope of the checks is inadequate, which raises the suspicion that these safety inspections are merely a formality. 【Suggestion for improvement】The number of inspections is not what matters; what’s important is to conduct thorough inspections. The purpose of safety inspections is to identify and resolve problems. Even though some inspections are carried out on an ad-hoc basis, it is still necessary to understand the purpose of such inspections, as well as the basic situation of the company being inspected and the key areas in its production process. Only in this way can inspections be effective and targeted. 【Question 2】According to the annual work safety management plan, the frequency and timing of safety inspections are planned each year, yet some organizations fail to conduct inspections as required. The safety inspection records show that sometimes no inspection is carried out on a company for several weeks, while at other times several companies are inspected in just one day; such an approach can be considered a lack of timely and dynamic management of these companies. 【Suggestion for improvement】Security management is, in itself, a fundamental task that requires long-term attention; it cannot be addressed on a last-minute basis. In response to this, we should proactively strengthen our long-term awareness of safety management, comply with the requirements for safety inspections, and enhance the establishment and enforcement of safety regulations. Safety inspections should be carried out in an orderly and systematic manner. 【Question 3】The most important document during a safety inspection is the safety inspection record, which details key information such as the time of the inspection, the company being inspected, the inspectors involved, any potential hazards identified, requirements for rectification, the person responsible for making those corrections, the deadline for completion of the corrections, and information regarding follow-up inspections. It is a document with legal significance. However, during our inspections we also encountered such issues: the safety inspection records were not filled out in a proper manner, with unclear and insufficient details; relevant information was missing. In particular, there were only descriptions of potential hazards without any information on required corrective actions or the persons responsible for carrying out those actions. Some of the safety inspection records were inaccurate, which made it difficult to implement corrective measures. There was no basis for reviewing the status of these corrections, leaving the matter unresolved, and this also hindered the pursuit of accountability regarding safety matters. Moreover, some safety inspections lack the important step of safety reinspection; they fail to provide an understanding of the implementation status of safety measures, cannot achieve an effective closed loop in safety inspections, and thus serve no useful purpose as a reference. 【Suggestion for improvement】In such situations, we need to continuously strengthen our awareness and firmly establish the concept that the most important thing after inspection is the implementation of safety measures. At the same time, the requirements for documenting safety inspections are continuously standardized to regulate the records of work safety inspections. 【Question 4】Safety hazards identified in some safety inspections are not properly addressed. It was checked and recorded, but as soon as the inspection was over, there was no further news at all – complete silence. Until the next inspection, the same problems persisted; another pile of records was created. Over time, more and more problems arose, until an accident occurred. Therefore, improved implementation is the most crucial aspect of safety inspections, and frontline safety managers should play a better guiding role. The inadequate implementation of measures to address safety hazards is due not only to some objective factors that prevent the proper enforcement of safety measures, such as historical issues or the need for companies to relocate, but also to many subjective factors, including a lack of emphasis on safety by company leaders, insufficient funding, inadequate experience among safety management personnel, and weak awareness among workers. 【Suggestion for improvement】In such cases, as frontline safety officers, we should take the initiative to communicate with the responsible persons of enterprises, help them understand the potential consequences of safety hazards, enhance their safety awareness, and provide specific guidance to ensure that enterprises implement the necessary safety corrective measures in a timely manner.
