Ugh, you don’t even say what kind of circulating water it is, what color the water was originally, and what color the flocs are – how am I supposed to answer that?

Too much caustic soda was added, resulting in a precipitate
A precipitate has formed, or the pH was adjusted to cause flocculation
Converted bicarbonate to carbonate, resulting in precipitation
