Seeking advice on the selection of electrical grounding materials for the southern coastal areas

In the southern coastal areas, in locations near the sea, the groundwater level is high; at a depth of more than 1 meter below the surface, the water contains salts. In this case, is it feasible to use hot-dip galvanized steel as the electrical grounding material? I would appreciate any advice regarding the possibility of implementing usage regulations.

What is the hardness of graphite grounding electrodes? Is the construction process that special? Can we just use galvanized angle steel or steel pipes that can be hammered straight into the ground?
Besides using a hammer to hit the ground, is it possible to use a shovel to dig holes?
