It’s hard to say how long it will take to complete construction and start operations two years after the funds are available; if the funds are not available, it’s even more difficult to determine. For Fude Energy, the production of olefins from 1.8 million tons of methanol is expected to be feasible in about two years. There are also several companies whose production started four or five years ago.
For domestic refineries, the process takes about a year: as soon as the project is approved, large-scale bidding begins, with the selection of equipment also starting at that time. No cost can be spared; for example, the delivery time for compressors and reactors is several months. In the initial phase, construction work must be carried out around the clock, and in the later stages, a large number of welders are needed to work in shifts for the installation of steel structures and equipment. Without enough workers, all the money spent will be wasted. There must also be people who have actually worked on projects and truly understand them. If you don’t lack funds and have a good project manager, you can ensure both safety and quality while still completing the construction quickly. The project manager is the key figure; their main responsibilities are coordination and technical oversight. Those who do the actual work can be assisted by newer employees, but they still need to have mentors to guide them, as there are still many things they need to figure out on their own
