We are building (expanding) a new factory building based on the existing process; we are still in the process design stage, but the main aspects of the process design and equipment layout have been finalized, and we are about to apply for civil construction work. I was involved in this project as a process engineer at the company, but having no prior project experience, I was completely at a loss. We received the safety assessment some time ago, but not the environmental assessment yet. The environmental assessment company has prepared the draft for approval and wants to show it to us to check for any errors or issues. However, many of the things mentioned above don’t make any sense, which is quite frustrating. The process drawings are currently being refined, and I often communicate with design firms, but when it comes to selecting certain equipment and pipelines, as well as handling subsequent procurement tasks, I feel at a loss. The company has not yet officially established a dedicated project team. :(
Why isn’t there a department to take on such an important task, leaving you to bear responsibilities that shouldn’t be yours?
Evaluations for safety, environmental impact, water usage, electricity consumption, land use, and so on all require approval. When carrying out project construction, it is essential to have a feasibility study, preliminary design, and detailed design – your company seems to be handling projects rather carelessly.
The safety assessment has already been reviewed by a third-party qualified company, and the environmental impact assessment is currently in the approval process; it should be approved soon. The feasibility study report was released last year; the preliminary design is now complete, and we are currently in the detailed design phase.
If there is a preliminary design, there should be no problems. A qualified preliminary design is comprehensive enough to be used for placing orders.
