Introduction to the exam: Certified Safety Engineers are professional technicians who obtain the \"Certification Certificate for Certified Safety Engineers of the People’s Republic of China\" through a national unified examination and go through the registration process. The Registered Safety Engineer Practice Qualification Examination is an exam under the professional qualification access system, organized jointly by the Ministry of Human Resources and Social Security and the **State Administration of Work Safety. It is held nationwide once a year. This exam is conducted on a rolling basis (with a rolling cycle of every two years). Those taking the exams in all four subjects must pass all of them within any two consecutive examination years, while those exempt from some subjects must pass those required subjects within one examination year in order to obtain the \"Practice Qualification Certificate for Registered Safety Engineers of the People’s Republic of China\", a certificate valid nationwide. Pre-exam training is carried out on the principle of separating training from examinations and on a voluntary basis. Exam Date: The 2017 Safety Engineer Professional Qualification Exam was held on September 2nd and 3rd ; The safety engineer exam is conducted over 4 half-days, with a duration of 2.5 hours per session. Examination Subjects and Timings: Knowledge of the Work Safety Law and Related Laws – September 2, 9:00–11:30; Knowledge of Work Safety Management – September 2, 14:00–16:30; Work Safety Technology – September 3, 9:00–11:30; Analysis of Work Safety Accident Cases – September 3, 14:00–16:30. Examination Subjects and Question Types: There are four examination subjects, namely “Knowledge of the Work Safety Law and Related Laws,” “Knowledge of Work Safety Management,” “Work Safety Technology,” and “Analysis of Work Safety Accident Cases.” Candidates must pass all of these subjects within two consecutive years in order to be eligible for registration. Exam subjects, question types, and quantities:- Laws and regulations related to work safety: 70 single-choice questions and 15 multiple-choice questions.
- Knowledge of work safety management: 70 single-choice questions and 15 multiple-choice questions.
- Work safety techniques: Mandatory: 60 single-choice questions and 15 multiple-choice questions; Optional: Choose any one set; each set contains 10 single-choice questions.
- Analysis of work safety accident cases: 5 case-based questions.

Registration period:
In various provinces and regions, the registration process for safety engineers in 2017 is expected to take place gradually during May and June. Eligibility Requirements (1) Any citizen of the People’s Republic of China who abides by **laws and regulations and meets one of the following conditions may apply to take the Certified Safety Engineer professional qualification exam: 1. Hold an associate degree in safety engineering or engineering economics, and have at least 7 years of experience in work related to work safety ; Or hold an equivalent secondary vocational diploma in another field, with 9 years of experience in work related to safety production. 2. Hold an associate degree in safety engineering or engineering economics, and have at least 5 years of experience in work related to safe production ; Or, obtain a junior college degree in another specialty and have at least 7 years of experience in work related to work safety. 3. Hold a bachelor’s degree in safety engineering or engineering economics, with at least 3 years of experience in work related to safe production ; Or, hold a bachelor’s degree from a relevant professional field and have at least 5 years of experience in work related to work safety. 4. Hold a second bachelor’s degree in safety engineering or engineering economics, or have graduated from a graduate program, and have at least 2 years of experience in work related to safe production ; Or have obtained a second bachelor’s degree in another field or graduated from a graduate program, with at least 3 years of experience in work related to safe production. 5. Hold a master’s degree in safety engineering or engineering economics, and have at least 1 year of experience in work related to safe production ; Or hold another professional master’s degree and have at least 2 years of experience in work related to safe production. 6. Obtain a doctoral degree in Safety Engineering or Engineering Economics ; Or hold a doctoral degree in another field, with at least 1 year of experience in work related to safe production. (II) Professionals who meet the eligibility requirements for the Registration Safety Engineer Professional Qualification Examination, who were appointed to a senior professional and technical position by the end of 2002, and who have been engaged in work related to work safety for at least 10 years, may be exempted from the exams on \"Work Safety Management Knowledge\" and \"Work Safety Technology\"; they only need to take the exams on \"Work Safety Law and Related Legal Knowledge\" and \"Analysis of Work Safety Accident Cases\". (III) In accordance with the spirit of the Ministry of Personnel’s Notice on Issues Related to ** residents and Macao residents Taking the Professional and Technical Qualification Exams Held Uniformly on the Mainland (Ministry of Personnel Document No. [2005]9), starting from the 2005 examination cycle, all ** residents and Macao residents who meet the requirements for taking the Certified Safety Engineer qualification exam may register for the relevant professional exams in accordance with the prescribed procedures and requirements. **When applying to take the Certified Safety Engineer professional qualification exam, Macao residents must submit their identification documents, a diploma or degree in a relevant field recognized by the education administrative department of the State Council, as well as proof of the number of years of work experience in related fields obtained from relevant professional institutions. (IV) The educational qualification requirements mentioned in the above application criteria refer to academic qualifications or degrees recognized by the **education authorities ; The requirement regarding the length of time spent in related business work refers to the total amount of time spent in such work before and after obtaining the required educational qualification, with the deadline set at the end of 2007. Eligibility for exemption: Professionals who meet the registration requirements for the Certified Safety Engineer examination, have been appointed to a senior professional and technical position by September 3, 2002, and have at least 10 years of experience in work related to safety production, are eligible to be exempted from the two subjects of \"Safety Production Management Knowledge\" and \"Safety Production Technology\". They only need to take the two subjects of \"Safety Production Law and Related Legal Knowledge\" and \"Analysis of Safety Production Incidents\". Registration fee: The registration fee for the 2017 Safety Engineer exam should be in accordance with the notices published on the personnel examination websites of each province. The application process requires the individual to first submit an application on the website of the local personnel examination center; after it is approved by their employer, they must then bring the relevant supporting documents to the local examination authority for further review ; After approval, submit the registration fee on the website within the specified time. Before the exam, the administering authority issues admission tickets in accordance with the prescribed procedures. Candidates must take the exam at the designated time and place, bringing their admission ticket and relevant certificates. Employees of centrally-administered units, various departments of the State Council, and their directly affiliated units register for the exam in accordance with the principle of territorial jurisdiction. Admission ticket printing: Those who have completed the online registration should generally download and print (or collect) their admission tickets from the registration system within half a month or one week before the exam. If candidates encounter any problems while downloading their admission tickets, they should contact their respective registration offices promptly. Grade Management: For the Qualification Examination for Certified Safety Engineers, the examination results are managed under a rolling system with a two-year cycle. Those taking all four subjects must pass all of them within two consecutive examination years ; Those exempt from certain subjects must pass the required subjects within one examination year. Passing criteria: The passing score for each subject in the Safety Engineer exam is 60 points (the full score for each exam paper is 100 points). Professional Title, Subject Name, Full Score of the Exam Paper, Passing Standard: Certified Safety Engineer – Laws Related to Work Safety and Related Knowledge; 100 points, 60 points as the passing score. Topics include Knowledge of Work Safety Management, Work Safety Techniques, Analysis of Work Safety Incident Cases, and Job Responsibilities. I. Formulating work safety regulations, safety technical operating procedures, and work procedures ; II. Identify potential accident hazards, and formulate rectification plans and safety measures ; III. Develop a safety training plan for practitioners ; IV. Selection and distribution of personal protective equipment ; V. Investigation of production safety accidents ; VI. Formulate measures for the detection, assessment, and monitoring of major hazard sources, as well as emergency rescue plans ; VII. Other matters related to work safety. Pass rate: Number of candidates who passed the exams and the pass rate for Certified Safety Engineers nationwide over the years. Years: 2004, 2005, 2006, 2007. Total number of applicants nationwide: 82,716, 891,686, 400,069, 000. Number of candidates who passed the exams nationwide: 9,424, 13,236, 230,002, 609. Average national pass rate: 11.39%, 14.84%, 35.94%, 37.52%. (The above pass rates refer to those of the applicants; the actual number of candidates taking the exams was 80% of the total number of applicants.) ) In 2011, 20,000 people passed the exam, with 111,000 people taking it, resulting in a pass rate of 18%. Registration Procedure ** On June 1, 2005, the State Administration of Work Safety began accepting registration applications from individuals who have obtained the Professional Qualification Certificate for Certified Safety Engineers. Individuals who have passed the national unified examination for the qualification of certified safety engineers or have been deemed qualified upon assessment in 2003, and who already hold a certificate of qualification as a certified safety engineer, may submit their application materials to departmental or provincial registration authorities to apply for initial registration. Registration materials: 1. Initial registration application form (the form must be printed on both sides and stamped with the official seal of the organization; the seal must be that of the legal representative of the employing unit or the human resources department – any other seal is invalid) ; 2. Certified Safety Engineer Practice Qualification Certificate of the People’s Republic of China (copy) ; 3. The labor contract or employment document (copy) signed with the employer for working in safety production management and safety engineering technology, as well as the employment certificate (the seal must be that of the employer’s legal representative or the human resources department; any other seal is invalid) ; 4. 2 recent 2-inch color photos of the applicant in a bareheaded frontal pose (write the applicant’s name and serial number neatly on the back of the photos using a ballpoint pen; if photos are uploaded in the application form, they must be identical to those in the form). Registration requirements: Those who have passed the national unified examination for professional qualifications of registered safety engineers, or have been deemed qualified, obtained the \"Professional Qualification Certificate for Registered Safety Engineers of the People’s Republic of China\", and are required to undergo registration, may apply for initial registration to the provincial or departmental registration authorities specified in the \"Regulations on the Registration Management of Registered Safety Engineers\". Registration procedure: 1. Those applying for initial registration should log in to the Registration System for Safety Engineers, fill in the information and submit it, then download the initial registration application form ; 2. With the approval of the employing unit, the applicant shall submit the initial registration application form together with the aforementioned required materials to the provincial or departmental registration authority ; 3. The registration authorities at the provincial level or in various departments shall, within 10 working days after receiving the application materials submitted by the initial applicant, carefully examine the original application form and other original registration materials submitted by the applicant, and submit their preliminary review opinions ; 4. The provincial or departmental registration authorities shall, after stamping the initial registration application forms and summary tables of those who have passed the preliminary review with their official seals, submit these documents together with other registration materials provided by the applicants to the Registration Management Center for Certified Safety Engineers at the China Academy of Work Safety for final review. Once the final review is successful, registration will be granted, and the **State Administration of Work Safety will issue the “Certification Card for Certified Safety Engineers of the People’s Republic of China”. For those who do not meet the initial registration requirements, the reason for failing the preliminary review shall be notified in writing within 10 working days from the date of the decision. If the applicant has objections, they may apply for reconsideration to the Registration Management Center for Certified Safety Engineers at the China Academy of Work Safety within 10 working days from the date of receipt of the notice. Basis for registration: In accordance with the \"Regulations on the Management of Registered Safety Engineers\" (Order No. 11 issued by the State Administration of Work Safety) and the \"Notice of the General Office of the State Administration of Work Safety on Matters Concerning the Implementation of the Regulations on the Management of Registered Safety Engineers\" (An Jian Zong Tang Ren Shi [2007] No. 44), after applications are submitted by various organizations, preliminary reviews are conducted by provincial and departmental registration authorities; following approval by the relevant registration authorities, the State Administration of Work Safety grants registration to those who meet the requirements for being registered as safety engineers. A notice is also issued to subject itself to public supervision starting from the date of the notice. Any organization or individual who has objections to the announcement shall submit a written complaint to the Personnel Department of the **General Administration of Work Safety in their true identity (organizations must affix their official seal, while individuals must sign personally). Apply for an extension. The registration validity period for safety engineers is 3 years, starting from the date of approval for registration. If it is necessary to renew the registration upon the expiration of its validity period, the applicant shall submit an application in accordance with the procedures 30 days before the expiration date. The registration approval authority shall make a decision on whether to grant renewal of registration before the expiration of the validity period ; If no decision is made by the deadline, it shall be deemed that the extension is granted. To apply for renewal of registration, the following documents shall be submitted: (1) Registration application form ; (II) Applicant’s practice certificate ; (III) Copy of the labor contract or employment agreement signed between the applicant and the employer ; (IV) Proof of the applicant’s performance during their tenure of practice, issued by the employing entity ; (5) Proof of meeting the continuing education requirements during the validity period of registration. Within the validity period of registration, if a registered safety engineer wishes to change their employer, they must submit an application in accordance with the established procedures to go through the formalities for changing registration. The original registration validity period remains unchanged after the registration update. To apply for a change of registration, the following documents shall be submitted: (1) Registration application form ; (II) Applicant’s practice certificate ; (III) Certificate of expiration of the contract or termination of employment with the original employer (copy) ; (4) The labor contract or employment document signed between the applicant and the newly hired employer (copy). Registered safety engineers shall not practice during the process of applying for a change of registration. Exam suggestions: Since the Registration Safety Engineer exam consists of four subjects – Safety Production Technology, Laws and Related Knowledge Regarding Safety Production, Knowledge of Safety Production Management, and Case Analysis of Safety Production Accidents. The last three subjects are arranged quite reasonably, but the subject of safety production technology is rather complex and lacks a systematic structure. Since safety engineers register under several specialties—namely mining, hazardous chemicals, construction, transportation, electricity, and general safety—it is recommended that the subject of “Safety Production Technology” be broken down into specialized topics in mining, hazardous chemicals, construction, transportation, electricity, and general safety technology. Candidates may then choose one of these specialties to focus on. Moreover, the decomposed safety production techniques can be further developed, systematized, and specialized, truly becoming a distinct discipline—unlike before, when they were merely a hodgepodge of elements without any real depth. Furthermore, as the Ministry of Personnel and the Ministry of Labor have been merged, the **professional qualification of ‘Safety Assessment Specialist’** – which involves using methods and techniques from safety systems engineering to assess the safety risks associated with construction projects and production units – shares similarities with the Certified Safety Engineer title introduced by the Ministry of Personnel and the Work Safety Supervision Bureau. In order to enhance the value, authority, and practicality of the Certified Safety Engineer title, it is recommended that the knowledge associated with Safety Assessment Specialists be incorporated into the Certified Safety Engineer program in the form of an additional subject called ‘Safety Assessment’, thereby merging these two qualifications together.
