Questions regarding the design of fire dikes

For liquid storage tanks with a flash point greater than 120°C, a fire dike may not be required if measures are in place to prevent the liquid from spreading. How should this be understood? What are the devices used to prevent liquids from spreading? A drainage ditch?
Generally, methods such as constructing simple dikes made of non-combustible materials like clay and brickstone, as well as accident oil ponds, are used to prevent the spread of liquids.
Even if a simple dike is used, the safe distance between the dike and the pumps and buildings should be the same as that of a proper cofferdam, right?
