How is seismic resistance calculated for storage tanks with a height-to-diameter ratio greater than 1.6 and less than 5?

There is a storage tank with a diameter of 3000 and a height of 11000. Appendix D of GB50341 limits the height-to-diameter ratio to less than 1.6, while tower equipment is limited to below 5. How is the seismic resistance of this device calculated?
Whichever standard is used for design, that standard shall be followed...
As mentioned above, this should comply with the standards for storage tanks; for seismic design, reference can be made to the \"GB 50011-2010 Code for Seismic Design of Buildings\".
