Article 1: A management system aimed at maintaining zero gas excess limits must be established. When gas levels exceed the limit, power must be cut off and personnel evacuated; the cause must be analyzed, production must be halted for corrective actions, and responsibilities must be held accountable. Article 2: The responsibility system for gas prevention and control must be improved. The person in charge of the coal mine is fully responsible for ensuring that the five elements related to gas control – namely, the organizational structure, personnel, plans, measures, and funding – are all in place. Article 3: The classification of mine gas levels must be determined strictly; coal mines are responsible for the accuracy of the relevant assessment data, while the assessment agencies are responsible for the results of such assessments. For outburst-prone mines, it is necessary to determine basic parameters such as gas content, gas pressure, and extraction radius, and to conduct tests to identify outburst sensitivity indicators and critical values. Article 4: Medium- and long-term plans as well as annual plans for gas control must be formulated, adopting a strategy specific to each mine and each mining face. Extraction must take place before drilling or mining begins, and extraction levels must meet the required standards to ensure balance between extraction, drilling, and mining activities. Article 5: Mines with high gas concentrations and coal and gas outbursts must establish specialized teams for gas control. During ventilation system adjustments, uncovering of coal seams, and the sealing and unsealing of fire zones, mine management must provide on-site supervision. Article 6: A ventilation and gas analysis system must be established; whenever abnormal changes in air flow or gas levels are detected, it is necessary to identify potential hazards and take appropriate measures. Article 7 stipulates that mines with high gas emissions must establish a permanent surface gas extraction system. For newly constructed high-output mines, surface drilling for pre-drainage must be carried out, ensuring that drainage takes place before construction begins. Regional control measures focusing on pre-drilling for extraction using surface drilling, extraction from the protective layer, and pre-drilling for extraction through rock roadways must be implemented. Article 8: It is necessary to ensure the reliable operation of the safety monitoring system; its display and control terminals must be located in the mine’s control room, and it must be connected to the higher-level company or the department responsible for overseeing coal mine safety. Production must be halted for rectification if the safety monitoring system cannot operate properly. Article 9: The ventilation must be reliable and provide sufficient airflow. If the ventilation or gas extraction capacity does not meet the requirements, production must be reduced and manufacturing capacity cut back. Article 10: Strict enforcement of blasting management, electrical equipment management, and fire prevention and control systems is required to prevent gas and dust explosions caused by blasting, electrical failures, and spontaneous combustion of coal seams.
It seems necessary to ensure proper implementation of Article 7; if the coal mines in Yongchuan, Chongqing follow these regulations, accidents will definitely not occur.
