Hebei Economic Network — Hebei Economic Daily (Reporter Zhang Yunling) In order to comprehensively enhance the core competitiveness of the province’s petrochemical industry and promote its sustainable and healthy development, the provincial **Office has recently issued guidelines for restructuring the petrochemical industry, driving transformation, and improving efficiency. The proposal suggests that, in line with the requirements of the Beijing-Tianjin-Hebei coordinated development strategy and taking into account the actual situation of the petrochemical industry development in our province, the list of industries subject to new restrictions and those to be phased out should be adjusted promptly. Gradually optimize the industrial layout, significantly enhance innovation capabilities, and promote the comprehensive development of green chemistry. The proposal calls for strict control over the addition of new excess capacity. Control the construction of new production capacity projects in industries such as coke, caustic soda, soda ash, sulfuric acid, calcium carbide-based polyvinyl chloride, methanol, and dyes; for projects aimed at upgrading advanced production processes that meet policy requirements, replacement on an equal scale or with a reduced volume is permitted. Encourage the development and research of high-end petrochemical products. Fully leverage the regulatory role of technical standards, environmental standards, as well as measures related to energy and resource conservation, water conservation, quality, and safety, in order to accelerate the withdrawal of outdated and excess production capacity from the market and expand the market space for advanced production capacity. Efforts should be made to accelerate the development of bases, industrial parks, and industrial clusters, promoting the relocation of the petrochemical industry to coastal areas and its concentration in such parks. The construction of the Cao Fei Dian **-level petrochemical industry base, the Jing Tang Port Petrochemical Industry Park, the Cangzhou Bohai New Area, and the Hengshui Industrial New Area’s functional new materials industry parks should be sped up, so as to create large-scale coastal petrochemical bases and facilitate industrial aggregation. Optimize and adjust the industrial layout to achieve integrated, clustered, and base-based development, further increase the concentration of the petrochemical industry, and extend the industrial chain. Expand and strengthen competitive industries. The Caofeidian **-class petrochemical industry base focuses on integrated refining and chemical processing, supplemented by diversified processing of raw materials, with efforts to accelerate the construction of a number of large-scale integrated refining and chemical projects. Focusing on the development of a major synthetic materials hub in North China, efforts are being made to advance the construction of the Cangzhou Bohai New Area chemical industry base and the Renqiu petrochemical base, as well as to actively develop new types of special synthetic materials. Continue to advance the development of coal chemical industrial parks in Tangshan, Xingtai, Handan, and Cangzhou, in order to increase industry concentration and scale. Enhance the ability for independent innovation. Fully leverage the technical centers of five **-graded enterprises, including Tangshan Sanyou, Baoding Lucky, Chenguang Biology, Hebei Chengxin, and SNOW Group, to consolidate their leading positions in China, and strive to enable more than five additional enterprises to establish **-recognized enterprise technical centers. It supports 49 provincial-level enterprise technology centers in breaking through a number of key process technologies, developing a range of high-end fine chemicals, and creating advanced energy-saving technologies, clean production technologies, and technologies for the comprehensive utilization of resources. Large and medium-sized petrochemical enterprises are encouraged to establish research and development institutions; by the end of the 13th Five-Year Plan period, it is aimed to have over 100 provincial-level enterprise technology centers, with more than 90% of large and medium-sized petrochemical enterprises having such research and development institutions. Comprehensively deepen open cooperation. Leveraging the Caofeidian **-class petrochemical industry base and the Cangzhou Bohai New Area synthetic materials base as platforms, strategic investors from home and abroad will be attracted; in particular, cooperation with central state-owned enterprises will be strengthened, while private enterprises and private capital will be encouraged and supported to participate in investment and construction, thereby establishing an important petrochemical base in the Bohai Sea region. Actively undertake the transformation of scientific and technological achievements from the petrochemical industries in Beijing and Tianjin, introduce capital, technology, and talent, and strive to establish bases or industrial parks with complete industrial chains, advanced process equipment, and a green, circular development model. Foreign investment is encouraged to participate in the restructuring and merger of domestic enterprises, and efforts are made to promote international capacity cooperation in our province’s key industries such as oil refining, fertilizers, pesticides, dyes, soda ash, and inorganic salts; enterprises that meet the requirements are encouraged to invest abroad and establish factories there.
