Therefore, regardless of the source of the energy, any energy actually consumed by the unit should be included in its consumption figures. 2. When is it put into use, and when is it considered consumption? The time threshold for industrial enterprises to record energy consumption is based on the input into the first production stage. 3. The consumption amount of energy that is reused repeatedly cannot be calculated twice. The recovery and utilization of waste heat and excess energy are no longer counted in the consumption volume. 4. Energy-consuming working fluids (such as water, oxygen, compressed air, etc.), whether purchased externally or produced for internal use, are not included in the energy consumption figure. 5. For energy produced by an enterprise itself, which is used as raw material or fuel for the production of another product within that same enterprise, and when production volumes are calculated separately, the consumption volume must also be recorded. Such as using raw coal in coal mines to produce washed coking coal, using coke in coking plants to produce gas, and using fuel oil in refineries to generate electricity. However, the consumption volume of semi-finished products and intermediate products used in the product manufacturing process is not counted. For example, after an oil refinery produces fuel oil from crude oil, it then uses that fuel oil to manufacture other petroleum products; in such cases, the fuel oil is not included in either the production volume or the consumption volume calculations.
