Issues regarding the inspection of filter tolerance specifications

If a horizontal filter of DN200-1.6 is used in a heating network, with water flowing through it at a temperature of 120°C and a pressure tolerance of 1.6 Mpa, does such a filter fall under the scope of supervision and inspection as per regulatory requirements?
I believe such filters comply with ASME Section I, Division 1, Clause 1.4.2(3)
Whether it falls under 1.4.2 or not, and regardless of how it should be classified, classification must still be carried out in accordance with Appendix A.

Our company refuses to take on such projects, no matter how many units are involved, because valves are available on the market (they don’t even have nameplates; they can be used casually in construction without any oversight). The price for DN200 valves is at most 2000 yuan. Can you manage to produce them using containers? You’re just causing trouble for yourself
The filter is just an accessory, just like the pipe
