Responsibilities of the Director of the Project Construction Department: 1. Carry out work under the leadership of the project management department, adhere to the principle of giving top priority to safety and prevention, implement safety precautions as required, and ensure that safety measures are put into practice. It is essential to consider safety when seeking efficiency, and safety must be prioritized when focusing on production. 2. Work in collaboration with department leaders to earnestly fulfill the terms of the Construction Project Contract, ensure the smooth progress of construction, and safeguard the company’s reputation and economic interests. 3. Under the leadership of the project department, responsible for organizing and implementing the daily maintenance tasks related to the plant’s moving equipment, stationary equipment, process pipelines, boilers, water supply, drainage, heating and ventilation systems, electrical installations, instrumentation, civil engineering works, and structural elements ； Arrangements and implementation of major equipment overhauls, technical upgrades, and construction projects. 4. Strictly comply with the relevant laws and regulations regarding engineering construction issued by ** and higher-level authorities, as well as the standards, procedures, and rules related to the maintenance and repair of petrochemical equipment. 5. Responsible for the daily administrative and operational tasks of the project construction department. Responsible for the construction management of the company’s expansion and renovation projects, as well as annual planning, major overhauls, inspections, and maintenance tasks. 6. Be familiar with project planning, project cost estimation and settlement, material supply, etc. 7. Organize the design briefing and drawing review for construction drawings. Responsible for organizing the completion inspection of the assigned projects, ensuring that the work is finished and the site is clean, as well as handling the handover procedures for documents and drawings. 8. Implement modern target management and introduce measures to improve quality. Organize engineering tendering in accordance with the company’s established procedures. 9. Keep track of the ideological trends among department staff, carry out ideological and political work, motivate employees to work harder, and show concern for their living conditions. 10. Oversee the daily operations of the department and handle matters related to its work. 11. Strictly follow the construction procedures, and be responsible for any losses or consequences resulting from violations of these procedures. Those who are responsible for inadequate supervision and poor management during the construction process, resulting in safety accidents and affecting the progress and quality of the construction. 12. Be responsible for all economic visas issued by the construction supervisor ； Responsible for the implementation and oversight of measures related to civilized construction, safe construction, environmental pollution control, and solid waste management. 13. Have the right to provide input regarding the work assignments, promotions, and rewards/punishments of department staff. Has the authority to supervise and inspect the work of construction managers and to put forward suggestions for improvement. 14. In the event of major issues such as quality, safety, or environmental protection problems that arise during construction, the authority has the right to order the suspension of work and to propose corrective actions. 15. Have the right to inspect the arrangements made by the construction manager regarding project progress, construction quality, project measurement, and work procedures, and to propose solutions.
