Issuance of hot work permits

Dear seniors, I have only been working in safety and environmental protection for a short time, and I have some questions regarding fire work permits. Specifically, what is the difference between the person who conducts the fire risk assessment and the person who approves the fire work? Can these roles be filled by the same person? (I was told that it’s not possible for the same person to handle both roles.)
My understanding is that the reviewer is you – the one who goes to the site to check whether the conditions for carrying out hot work are appropriate. The approver is your supervisor, who decides whether to grant approval for the hot work
Can the reviewer and approver be the same person?
It should be two people: one to sign off on proceeding with the welding work, and another to check the site conditions and the work situation to determine whether welding is permissible
What are the requirements specified in GB 30871?
The same person cannot be signed for; the responsibilities are different.
Take a look at the company’s hot work management system; according to your suggestion, since two people are required to be involved, it’s inevitable that the form cannot be filled out by just one person
