Why should the installation location of the safety valve on the pipeline be away from sources of fluctuation?

I have a question: I read in mechanical design manuals that the installation location of safety valves on pipelines should be away from sources of fluctuations; for example, the safety valve should be installed 10 units away from bends. Is this distance taken into consideration in actual pipeline installations? If, due to certain constraints, this distance cannot be ensured, what effects will it have on the safety valve?
There will be a difference between the pressure near the source of the fluctuation and the pressure of the equipment being protected.
