The **Opinions of the Central Committee and the State Council on Promoting Reform and Development in the Field of Work Safety** were issued on the 18th. This is the first programmatic document on work safety issued in the name of **** and the State Council since the founding of the People’s Republic of China. The series of reform measures and task requirements put forward in the document provide guidance and a roadmap for the reform and development of China’s work safety sector in the present and for the period to come. The guidelines clearly state that the principle that \"development must never come at the expense of safety\" is a red line that must not be crossed. They establish a safety production responsibility system based on the principles of shared responsibilities by the Party and government, dual responsibilities for each position, joint oversight, and accountability for failures to fulfill duties. It is required to create mechanisms for enterprises to assume their primary responsibilities for safety production, to establish systems for addressing issues identified through accidents, and to ensure that safety supervision and enforcement officers carry out their statutory duties in accordance with the law. A \"veto mechanism\" is also implemented for major safety risks. The proposal suggests studying the amendment of relevant provisions in the criminal law to include those illegal acts that can easily lead to serious production safety accidents during the production and operation process within the scope of criminal law regulation ; Abolish the system of safety production risk deposits for enterprises, and establish and improve a safety production liability insurance system ; Reform the mechanisms for formulating and issuing national standards regarding the prevention and control of occupational hazards as well as safe production in production and business units, clearly stipulating that the state council’s department responsible for work safety supervision and management shall be in charge of formulating such standards. Safe production is a matter of great importance related to the safety of people’s lives and property; it is a sign of coordinated and healthy economic and social development, and it represents the Party and **’s high level of responsibility toward the interests of the people. ****The State Council has always attached great importance to work safety. Since the *th Party Congress, a series of major decisions and arrangements have been made, contributing to positive progress in work safety nationwide. It should also be noted that at present, China is in a phase of continuous industrialization and urbanization, with the scale of production and operation constantly expanding. Traditional and new forms of production and operation coexist, and various potential accident hazards and safety risks overlap and accumulate. Issues such as a weak foundation for work safety, imperfect regulatory systems and legal frameworks, and inadequate implementation of corporate responsibilities remain prominent. Work safety accidents occur frequently, especially serious and major accidents, and their occurrence has not yet been effectively curbed. Some accidents are spreading from high-risk industries to other sectors, posing a direct threat to work safety and public safety. To further strengthen work on work safety, the following suggestions are put forward to advance reform and development in the field of work safety. I. General Requirements (1) Guiding Principles. Fully implement the Party’s * and the spirit of the 3rd, 4th, 5th, and 6th Plenary Sessions of the 18th Central Committee. Guided by Deng Xiaoping Theory, the important thought of \"Three Represents,\" and the Scientific Outlook on Development, we must thoroughly carry out the spirit of a series of important speeches by **** as well as the new concepts, ideas, and strategies for governance. We need to further strengthen the \"four consciousnesses\" and focus on advancing the overall strategy of \"five-sphere integrated plan\" as well as the strategic framework of \"four comprehensives.\" It is essential to establish new development concepts, adhere to safe development, and uphold the principle that development must not come at the cost of safety – a red line that must not be crossed. By prioritizing the prevention and control of major production safety accidents, we should follow the principle of putting safety first, emphasizing prevention, and adopting comprehensive management approaches. We need to strengthen leadership, promote reform and innovation, coordinate efforts across various sectors, and work together to enhance enterprises’ responsibility for ensuring workplace safety. We must also address gaps in supervision and management, as well as issues related to non-compliance with laws and regulations. Through a robust system of responsibilities, strict legal measures, effective institutional mechanisms, solid foundational support, and comprehensive governance, we can significantly improve our capacity for safety prevention and management, thereby raising the overall level of safety in our country. This will ensure that the people can live safely and happily and share in the benefits of reform, development, and social progress. (II) Basic Principles —— Adhere to safe development. Adhere to the people-centered development philosophy, always give top priority to human life safety, properly handle the relationship between safety and development, and vigorously implement safety development strategies to provide strong security guarantees for economic and social development. ——Adhere to reform and innovation. We will continuously advance innovation in safety production theory, systems, institutional mechanisms, technology, and culture, strengthen the internal driving forces of enterprises, stimulate innovation across society, overcome challenges in safety production, and promote coordinated development of safety production with the economy and society. ——Adhere to supervision in accordance with the law. We will vigorously promote the spirit of the socialist rule of law, apply legal thinking and methods, deepen reforms to the system for supervision and law enforcement in work safety, improve the legal framework and standard system related to work safety, ensure strict, standardized, fair, and civilized law enforcement, enhance the effectiveness of supervision and law enforcement, and raise the level of governance of work safety through the rule of law. ——Adhere to prevention at the source. Strict market access rules must be applied to safety in production; economic and social development should be based on safety, with safety considerations integrated throughout the entire process of urban and rural planning, design, construction, management, as well as corporate production and business activities. Establish a dual-prevention mechanism for risk classification control and hazard identification and remediation, to strictly prevent the escalation of risks and hazards from leading to production safety accidents. ——Adhere to systematic governance. A work safety governance system that integrates strict hierarchical governance, industry governance, **governance, and social governance, mobilizing various forces to achieve collective social management. By comprehensively utilizing legal, administrative, economic, and market-based measures, as well as implementing human, technical, and physical security measures, the capacity of society as a whole to manage safety in production can be improved. (III) Objectives and tasks. By 2020, the regulatory system for work safety would have been largely established, the legal framework would have been improved, the overall number of work-related accidents across the country would have decreased significantly, positive progress would have been made in preventing and controlling occupational diseases, and the frequent occurrence of severe work safety accidents would have been effectively curbed, so that the overall level of work safety would be in line with the goal of building a moderately prosperous society in all respects. By 2030, modernize the system and capabilities for managing work safety, improve the overall safety and civilized awareness of the entire population, and enhance the capacity to ensure work safety, thereby laying a solid and reliable foundation for work safety that will support the realization of the Chinese Dream of the great rejuvenation of the Chinese nation. II. Improve the implementation of the work safety responsibility system (IV) Clarify the responsibilities of local Party committees and **leaders. Adhere to the principle that the Party and government share equal responsibilities, that each position entails dual responsibilities, that joint efforts are needed for management, and that those who fail in their duties shall be held accountable, in order to improve the safety production responsibility system. Party committees at all local levels and **must always give top priority to work safety and strengthen organizational leadership. The principal leaders of the Party and government are the primary persons responsible for work safety in their respective regions; other members of the leadership team bear leadership responsibilities for work safety within their areas of responsibility. The heads of local work safety committees at all levels are served by the **principal responsible persons, while their members consist of the heads of the Party committees at the same level, **, and relevant departments. Party committees at all local levels must earnestly implement the Party’s guidelines on work safety, advance work safety efforts in tandem with the overall economic and social development of their respective regions, and regularly discuss and decide on major issues related to work safety. Strengthen the construction of the leadership teams and cadre forces in work safety supervision agencies. Implement strict performance evaluations for safety production responsibilities and hold those who fail in their duties accountable. Strengthen publicity, education on work safety, and media guidance. Give full play to the supervisory and promotional role of the People’s Congress in work related to work safety, as well as the **supervisory role** of the Chinese People’s Political Consultative Conference in this area. Encourage organizations, publicity departments, judicial and legal agencies, and institutional planning units to provide support for ensuring work safety. Mobilize all sectors of society to actively participate in, support, and supervise work related to safe production. Local governments at all levels **must incorporate work safety into the overall plans for economic and social development, formulate and implement specific plans for work safety, and establish a sound system to ensure funding for safety measures. Timely study and implement measures for work safety, and strictly enforce local supervision responsibilities. Fully leverage the role of the Safety Production Committee and implement target management for safety production responsibilities. Establish a safety inspection system to urge various departments and lower-level units to fulfill their responsibilities. Strengthen the capacity building for work safety supervision and law enforcement, promote innovation in safety science and technology, and improve the level of information management. Adopt strict safety access standards, guide the control of safety risks, urge the rectification of major hazards, and strengthen prevention at the source. Strengthen emergency management and improve the emergency rescue system for work safety. Conduct accident investigations and handling in accordance with laws and regulations, and urge the implementation of corrective actions. (5) Clarify the regulatory responsibilities of departments. In accordance with the principles that those responsible for managing an industry must also manage safety, those in charge of business operations must ensure safety, and those overseeing production and operations must also handle safety—as well as the principle of “whoever is in charge bears responsibility”—it is necessary to clarify the relationship between comprehensive supervision of work safety and industry-specific regulation. Furthermore, the responsibilities of relevant departments regarding work safety and occupational health should be clearly defined and incorporated into their respective job descriptions. The work safety supervision and management department is responsible for comprehensive tasks such as the formulation and revision of work safety regulations, standards, and policies; law enforcement and supervision; accident investigation and handling; emergency rescue management; statistical analysis; as well as publicity, education, and training. It also undertakes the responsibilities related to work safety and occupational health supervision and law enforcement within its area of jurisdiction. Relevant departments responsible for work safety supervision and management shall, in accordance with laws and regulations, fulfill their duties regarding work safety and occupational health supervision in their respective industries and fields; they shall strengthen supervision and law enforcement, and severely punish any illegal or non-compliant acts. The regulatory authorities in other industry sectors bear responsibility for safety production management. They should regard safety production as an important aspect of sectoral management, and strengthen safety production efforts within these sectors through aspects such as industry planning, industrial policies, regulations and standards, and administrative approvals, while also guiding and urging enterprises and institutions to enhance their safety management practices. The Party committee and **other relevant departments should provide support and guarantees for work related to safety production within their respective areas of responsibility, so as to jointly promote safe development. (VI) Strictly enforce the primary responsibilities of enterprises. Enterprises bear full responsibility for safety production and occupational health within their organizations; they must strictly fulfill their legal obligations in this regard and establish effective internal mechanisms for self-regulation and continuous improvement. Enterprises implement a system of safety production responsibilities for all employees; the legal representative and the actual controller are both the primary persons responsible for safety production. The main technical officer has the authority to make decisions and give instructions regarding safety production matters. Departmental safety production responsibilities are strengthened, with each position requiring dual responsibility. Improve and implement the work safety responsibilities of investment entities in mixed-ownership enterprises, as well as Chinese-funded enterprises operating across regions, at multiple levels, and overseas. Establish a comprehensive safety production and occupational health management system for enterprises, ensuring that safety responsibilities, management, investment, training, and emergency rescue are all properly in place. State-owned enterprises should play a leading role in ensuring safe production and voluntarily submit to local supervision. (7) Improve the responsibility assessment mechanism. Establish an assessment and evaluation system that is compatible with the comprehensive construction of a moderately prosperous society and reflects the level of safe development. Improve the assessment system by coordinating and integrating various elements, and scientifically setting assessment indicators for work safety. Increase the weight of work safety in evaluations related to comprehensive social order management and the development of spiritual civilization. At all levels, **it is necessary to impose strict assessments of responsibility for work related to work safety on the members of the work safety committees at the same level as well as on those at lower levels**, by combining ongoing evaluations with final assessments. All regions and units should establish a system that links safety production performance with evaluations of job performance, promotions, as well as rewards and penalties, and strictly implement the \"one-vote veto\" system for safety production. (8) Strictly enforce the accountability system. A responsibility system for work safety during the tenure of Party and government leaders is implemented; they are required to fulfill their duties in their daily work, and accountability is enforced in the event of accidents. Formulate lists of powers and responsibilities regarding work safety for relevant departments in accordance with laws and regulations; those who fulfill their duties as stipulated in the lists shall be exempt from liability, while those who fail to do so shall be held accountable accordingly. Establish a safety responsibility traceability system for the entire process of enterprise production and operation. Seriously investigate and punish any **acts** such as dereliction of duty, abuse of power, and trading of favors for money in project approval, administrative licensing, and regulatory law enforcement within the field of work safety. A strict system for immediate reporting of accidents is in place, and entities and individuals who conceal, misreport, fail to report, or delay reporting accidents will be held accountable in accordance with laws and regulations. Producers and operators who are held criminally liable shall be subject to corresponding professional bans in accordance with the law; social service agencies and individuals who bear significant responsibility for the occurrence of an accident shall be held strictly accountable under the law, with corresponding industry bans imposed as well. III. Reform of the safety supervision and inspection system (IX)Improve the supervision and management system. Strengthen the leadership of work safety committees at all levels, give full play to their role in coordination, and effectively resolve prominent contradictions and problems. Safety production supervision and management departments at all levels are responsible for the day-to-day operations of the safety production committees at their respective levels. They are tasked with providing guidance and coordination, as well as carrying out supervision, inspections, and evaluations of the safety production work carried out by the relevant departments at their own level and by lower-level departments, thereby fulfilling their roles in comprehensive supervision. The departments responsible for supervision and management of work safety shall, in accordance with relevant laws, regulations, and their own responsibilities, improve the work safety supervision system and strictly fulfill their supervisory duties. The relevant departments establish and improve work mechanisms for safe production in accordance with their respective responsibilities, thereby creating a collaborative approach to management. It is essential to ensure that efforts to manage work safety also encompass occupational health; an integrated supervision and enforcement system for work safety and occupational health should be established. (10) Reform the safety supervision and inspection system in key industries and sectors. By building on the national coal mine safety supervision system, efforts are made to strengthen the supervision and oversight of safety in non-coal mines; the layout of safety supervision agencies is optimized, and the administrative licensing tasks related to safety production that were previously handled by the national coal mine safety supervision agencies are transferred to local authorities. Focus on strengthening the reform of the regulatory system and capacity building for the safe handling of hazardous chemicals; clarify and enforce the statutory safety oversight responsibilities at all stages of such projects, including approval, planning, design, construction, as well as production, storage, use, sales, transportation, and disposal. Establish effective coordination mechanisms to eliminate any gaps in supervision. Improve the regulatory system for the safe production of offshore oil, and separate government functions from those of enterprises. Streamline the cross-regional regulatory mechanisms for industries such as civil aviation, railways, and electric power, and clarify the responsibilities of industry-level, regional, and local regulation. (11) Further improve the local regulatory and law enforcement system. Party committees at all local levels and **should regard the work departments responsible for work safety supervision and management as well as administrative law enforcement agencies, strengthen the construction of teams dedicated to work safety law enforcement, and enhance their administrative law enforcement capabilities. Efforts should be made to strengthen safety supervision capabilities, with a focus on expanding the number of law enforcement officers responsible for work safety at the municipal and county levels, as well as enhancing the supervision capabilities at the township (street) level. Improve the safety production supervision systems in various functional areas such as development zones, industrial parks, port areas, and scenic areas; clarify the agencies responsible for safety production supervision and management, as well as the local and departmental responsibilities for safety production oversight in port areas. (12) Improve the emergency rescue management system. In line with the principle of separating political functions from administrative functions, efforts should be made to reform the management system for emergency response in work safety, strengthen administrative management capabilities, and improve organizational coordination skills as well as the speed of on-site rescue. Improve the management mechanisms for emergency rescue work related to work safety at the provincial, municipal, and county levels, and establish a linked and interoperable emergency rescue command platform. Relying on emergency rescue forces such as public security fire services, large enterprises, and industrial parks, efforts should be made to strengthen the development of emergency rescue bases and teams for mines and hazardous chemicals, while promoting the sharing of regional emergency rescue resources. IV. Vigorously promote governance in accordance with the law(13) Improve the legal and regulatory system. Establish and improve a coordination mechanism for the formulation, amendment, repeal, and interpretation of laws and regulations on work safety. Strengthen the consistency review of regulations related to work safety, so as to enhance the systematicness and operability of the legal framework for work safety. Formulate medium- and long-term legislative plans for work safety, and accelerate the formulation and revision of regulations supplementary to the Work Safety Law. Strengthen the integration and alignment of laws and regulations on work safety and occupational health. Research is being conducted to amend relevant provisions of the Criminal Law, so as to include those illegal acts that are highly likely to cause serious production safety accidents during the production and operation process within the scope regulated by the Criminal Law. Formulate and improve safety regulations for high-risk industries and sectors. Cities divided into districts strengthen the development of local regulations on work safety in line with the spirit of the Legislation Law, in order to address prominent regional issues related to work safety. (14) Improve the standard system. Accelerate the formulation, revision, and integration of work safety standards, and establish a work safety standard system centered on mandatory national standards. Social organizations and enterprises established in accordance with the law are encouraged to set stricter and more standardized safety production standards, and to actively draw on and implement international advanced standards in light of national conditions. The department in charge of work safety supervision and management under the State Council is responsible for formulating and issuing national standards for the prevention and control of occupational hazards in production and business operations ; A comprehensive plan for establishing mandatory national standards for work safety is formulated, and the relevant departments are responsible for drafting, reviewing, implementing, and overseeing compliance with these standards in accordance with their respective responsibilities. The standardization administration department under the State Council is tasked with promptly approving such standards, assigning them numbers, notifying relevant parties, giving them official approval, and issuing them. (15) Implement a strict safety access system. Stricten the safety access requirements for high-risk industries. In line with the principle of combining strengthened supervision with user-friendly services, safety production administrative licensing items and procedures are established scientifically, work processes are optimized, handling steps are simplified, online processing is implemented, and public oversight is accepted. Administrative licensing matters that are directly related to the safety of people’s lives and property are strictly regulated in accordance with the law. For administrative licensing items that are canceled, delegated, or transferred, enhanced safety supervision during and after the process is necessary. (16) Standardize regulatory and law-enforcement practices. Improve the systems for supervision and law enforcement in work safety, clarify the entities responsible for overseeing and managing work safety in each production and business unit, formulate and implement law enforcement plans, refine the regulations regarding law enforcement procedures, and strictly investigate and deal with all types of illegal and irregular activities in accordance with the law. A system for coordinating administrative law enforcement with criminal justice should be established; departments responsible for supervising work safety must strengthen coordination with public security agencies, procuratorates, courts, and other entities, in order to improve mechanisms for reporting clues related to work safety violations, as well as for transferring cases and conducting joint investigations. If the party responsible for the illegal act refuses to comply with the administrative decisions issued in regard to work safety, the department tasked with overseeing work safety shall apply to the judicial authorities for compulsory enforcement in accordance with the law. Improve the mechanism for judicial authorities to participate in accident investigations, and strictly investigate and punish illegal and criminal acts. Research on establishing civil and administrative public interest litigation systems for work safety. (17) Improve the law enforcement supervision mechanism. People’s congresses at all levels shall regularly examine the implementation of laws and regulations on work safety and conduct special inquiries. Political consultative conferences at all levels should carry out **supervision and consultative research on prominent issues related to work safety. Establish a system for reviewing law enforcement actions and a mechanism for making major administrative law enforcement decisions, in order to assess the effectiveness of law enforcement and prevent the abuse of power. Improve the systems for recording, reporting, and holding accountable leading officials who illegally interfere with work safety supervision and law enforcement. Improve the systems for correcting errors in work safety law enforcement and for disclosing information related to law enforcement, strengthen social and media oversight, and ensure that law enforcement is strict and that any mistakes are corrected. (18) Improve the regulatory and law-enforcement support system. Formulate a plan for building capacity in work safety supervision and inspection, define standards for supervision and law enforcement equipment as well as vehicles for on-site enforcement and emergency rescue, and strengthen the development of technical support systems for supervision and law enforcement to meet their needs. Establish and improve a funding mechanism to support the regulatory and enforcement activities of departments responsible for work safety supervision, including incorporating such funds within the full financial coverage provided by the finance department at the same level. Strengthen the institutionalization, standardization, and informatization of regulatory enforcement to ensure standardized and efficient oversight and enforcement. Establish a system to ensure that safety production supervision and law enforcement officers carry out their statutory duties in accordance with the law, thereby motivating and ensuring that they remain dedicated to their roles and fulfill their responsibilities. Strictly regulate the management of the qualifications of law enforcement officers, establish recruitment standards for those responsible for work safety supervision, and increase the proportion of professional supervision officers. Establish and improve a system requiring all safety production supervision and enforcement officers to take examinations upon entry, receive on-the-job training, work only with valid certificates, and undergo regular refresher training. Standardize safety production law enforcement signs and uniforms. (19) Improve the accident investigation and handling mechanism. Adhere to giving equal emphasis to accountability and rectification, and fully leverage the role of accident investigations in strengthening and improving work safety. Improve the system of responsibility for the head of the production safety accident investigation team. Improve the mechanisms for elevated-level investigations of typical accidents, cross-regional collaborative investigations, and work supervision. Establish a technical support system for accident investigation and analysis; all accident investigation reports should include dedicated sections on technical and managerial issues, detailing the causes and making those sections publicly available along with explanations to address public concerns. For relevant laws, regulations, and standard systems identified as having gaps or deficiencies in accident investigations, initiate the process of formulating or revising them promptly. A system for supervising the rectification of issues identified as consequences of accidents should be established. Within one year after an accident is closed, the local authorities responsible for investigating the accident and the relevant departments of the State Council must conduct evaluations and make the results public in a timely manner. Those units or individuals who fail to fulfill their duties or fail to implement the required corrective measures will be held strictly accountable in accordance with laws and regulations. V. Establish a safety prevention and control system (20) Strengthen the management of safety risks. Local governments at all levels **must establish and improve mechanisms for safety risk assessment and evaluation, in order to determine scientifically and reasonably the locations for enterprises and the infrastructure required, as well as the spatial layout of residential areas. For the approval of high-risk projects, ensuring work safety must be a prerequisite; all aspects such as urban and rural planning, design, construction, and management must be based on safety considerations, with a \"veto power\" in place for major safety risks. Strengthen the safety risk assessment and management of new materials, new processes, and new business models. Closely integrate supply-side structural reform to promote the transformation and upgrading of high-risk industries. Regions and industries that are geographically adjacent, operate in similar sectors, and have comparable business models should establish comprehensive mechanisms for joint prevention and control of major safety risks. Establish a four-level information management system for major hazard sources at the national, provincial, municipal, and county levels, implement risk early-warning controls in key industries, areas, and enterprises, to effectively prevent serious and major production safety accidents. (21) Strengthen corporate preventive measures. Companies should conduct risk assessments and hazard identification on a regular basis. For high-risk processes, equipment, items, locations, and positions, establish a hierarchical control system and formulate and implement safety operating procedures. Adopt the mindset that potential hazards are equivalent to accidents; establish and improve systems for identifying and addressing such hazards, as well as a system for reporting on the handling of major hazards to both the departments responsible for safety supervision and management and the enterprise’s staff representative assemblies. Implement a closed-loop management approach that includes self-inspection, self-correction, and self-reporting. Strictly implement the \"three simultaneities\" system for work safety and occupational health. Vigorously promote the standardization of work safety in enterprises to achieve standardization in safety management, operational practices, equipment and facilities, as well as the working environment. Regular emergency drills and training for personnel on risk avoidance and self-rescue are carried out to enhance on-site emergency response capabilities. (22) Establish a supervision mechanism for the management of potential hazards. Establish standards for the classification of potential hazards in production safety accidents, as well as for their identification and mitigation. Departments responsible for safety production supervision and management should establish an information platform connected to enterprises’ hazard identification and mitigation systems, and improve the accompanying online and offline supervision systems. Strengthen supervision and law enforcement regarding the identification, rectification of potential hazards; for enterprises that fail to properly address major hazards, mandatory measures such as suspension of operations, cessation of construction, interruption of power supply, and seizure of assets shall be imposed in accordance with the law. Economic penalties up to the prescribed limits shall be imposed, and those whose actions constitute crimes shall be referred to judicial authorities for criminal prosecution. A strict system for supervising high-risk hazards is in place; those who fail to carry out proper rectifications or fail to fulfill their supervision duties are brought under **review and held accountable. Measures such as interviews and warnings, as well as public exposure, are employed, and in serious cases, the relevant individuals are held responsible in accordance with laws and regulations. (23) Strengthen the safety safeguards for urban operations. Regularly identify safety risks and hazards in the area, implement control measures, establish a systematic and modern urban safety assurance system, and promote the development of model cities for safe growth. Raise the standards for the secure design of infrastructure, with a focus on strengthening the inspection and maintenance of high-rise buildings in cities, large complexes, tunnels and bridges, pipeline corridors, rail transit systems, gas and power facilities, as well as elevators and amusement facilities. Improve the safety management systems for large-scale public events and strengthen safety supervision in crowded places. Strengthen coordination and cooperation among relevant departments such as public security, civil affairs, land and resources, housing and urban-rural development, transportation, water resources, agriculture, safety supervision, meteorology, and seismology, to prevent accidents caused by natural disasters. (24) Strengthen project governance in key areas. Proactively advance the engineering management of major disasters such as coal mine gas and water hazards, as well as mine goafs and tailing ponds. Accelerate the implementation of safety relocation projects for the production and storage facilities of hazardous chemicals and chemical enterprises in densely populated areas. Carry out the construction of road safety and life protection projects for highways, rural roads, as well as dangerous sections with sharp turns and steep slopes, or those located near water or cliffs. Strengthen the construction of disaster prevention monitoring, safety inspection, and protection systems for high-speed railways, cross-sea bridges, undersea tunnels, railway floating bridges, shipping hubs, ports, and other facilities. Improve the production standards for long-distance passenger vehicles, tour buses, vehicles used for transporting hazardous materials, and ships, in order to enhance their safety performance. The installation of intelligent video surveillance and alarm systems, as well as technologies for monitoring the safe operation of these vehicles and ships, should be mandatory; for those already in use, efforts should be accelerated to upgrade their safety-related technical equipment. (25) Establish and improve the system for preventing and controlling occupational diseases. Include the prevention and control of occupational diseases in the assessment systems for people’s livelihood projects and work safety at all levels, formulate medium- and long-term plans for their prevention and control, and implement occupational health promotion programs. Accelerate the technical transformation, upgrading, and phasing out of enterprises with severe occupational disease hazards, and strengthen measures to address the sources of such hazards, such as high-risk dusts and highly toxic substances. Improve the support and guarantee system for occupational health supervision, strengthen the development of occupational health technology service institutions, occupational disease diagnosis and assessment institutions, and occupational health examination institutions, and enhance capabilities in basic research on occupational disease hazards, prevention and control, diagnosis and assessment, as well as comprehensive treatment. Improve relevant regulations, expand the scope of treatment for workers suffering from occupational diseases, include those disabled due to occupational diseases within the scope of social security, and provide medical and living assistance to eligible patients with occupational diseases. Strengthen the supervision and enforcement of occupational health in enterprises, urge the implementation of institutional measures such as notification of occupational disease hazards, routine monitoring, regular reporting, protective safeguards, and occupational health examinations, and ensure the fulfillment of the primary responsibilities for preventing and controlling occupational diseases. Strengthen the management of funds allocated for work safety prevention and emergency response at both the central and local levels, increase investment in work safety and occupational health, and enhance audit oversight. Strengthen research on economic policies for work safety, and improve the list of tax incentives for special equipment used in work safety. Implement a system for the allocation, management, and use of funds designated for enterprise safety production, and establish incentive and restraint mechanisms to encourage enterprises to increase their investments in safety. Improve the investment and financing service system to encourage enterprises to cluster around the development of industries related to technologies, equipment, and services in disaster prevention, prediction and early warning, detection and monitoring, individual protection, emergency response, and safety culture. (27) Establish a security technology support system. Optimize and integrate national science and technology programs, provide coordinated support for research projects in the fields of work safety and occupational health, and strengthen the development of R&D bases and postdoctoral research stations. Conduct theoretical research on accident prevention and develop key technical equipment, while accelerating the transformation of achievements and their widespread application. Promote the widespread use of industrial robots and intelligent equipment in hazardous processes and stages. Enhance the integration of modern information technology with safe production, standardize relevant norms, accelerate the development of information systems for safe production, and establish a national integrated network for safe production and occupational health. Strengthen research on theories and policies related to work safety, utilize big data technology to analyze the regularity and correlations in work safety patterns, and improve the scientific nature of decisions regarding work safety. (28) Improve the social service system. Include professional technical services for safe production in the development plans for modern service industries, and foster diverse service providers. Establish a **system for purchasing safety production services.** Support the development of specialized industry organizations for safe production to strengthen autonomy and self-discipline. Improve the system for registered safety engineers. Reform and improve the management measures for the qualifications of agencies providing safety production and occupational health technical services. It supports relevant institutions in providing technical services such as integrated assessments of work safety and occupational health, strictly implements a system for making these assessments public, and further activates and standardizes the market for professional technical services. Small, medium, and micro enterprises are encouraged to purchase and utilize safety production management and technical services on a customized, collaborative basis. Establish a public disclosure system for safety production and occupational health technology service agencies, as well as a credit assessment system carried out by third parties; strictly investigate and deal with various illegal and irregular practices such as leasing qualifications, unlawful affiliation, fraud, and price monopolies. (29) Leverage the driving role of market mechanisms. Abolish the system of safety production risk deposits, and establish and improve a safety production liability insurance system to be made mandatory in high-risk industries such as mining, hazardous chemicals, fireworks and firecrackers, transportation, construction, civil explosives, metal smelting, and fishery production, so as to fully leverage the role of insurance institutions in risk assessment, management, and accident prevention. Improve the work-related injury insurance system, and accelerate the formulation of specific measures regarding the extraction ratio, use, and management of funds for work-related injury prevention. Integrate the dissemination of safety knowledge into national education, and establish and improve systems for safety education in primary and secondary schools as well as for occupational safety in high-risk industries. Include safe production in the skill training for migrant workers. Strictly implement the enterprise safety training and education system, ensuring that training takes place before starting work. Promote the construction of a safety culture, strengthen warning education, and enhance the safety awareness and rule-of-law consciousness among the entire population. Leverage the roles of organizations such as trade unions, youth leagues, and women’s federations to safeguard, in accordance with the law, the rights of workers to information, participation, and oversight. Strengthen public awareness campaigns and media oversight on work safety. Establish a reporting and complaint mechanism for work safety under the “12350” hotline that allows for unified receipt of reports and categorized handling in conjunction with the social public management platform. Encourage volunteer services and charitable activities related to safe production. Strengthen international exchanges and cooperation in work safety, and learn from advanced foreign experiences in work safety and occupational health. All regions and departments should strengthen organizational leadership, strictly implement the responsibility system for leading cadres in work related to work safety. In accordance with the tasks and requirements set out in these guidelines, and taking into account actual conditions, they should carefully develop implementation measures. Specific policies and measures to advance reform and development in the field of work safety should be introduced as soon as possible, with clear definitions of responsibilities, timelines, and requirements, to ensure that all reform measures and work requirements are properly implemented. Progress in implementation shall be reported promptly to **** and the State Council, with a copy sent to the Office of the State Council Safety Production Commission. The Office of the Central Leading Group on Comprehensively Deepening Reforms will take the lead in carrying out special supervision and inspections at an appropriate time.
