The Development of China’s Occupational Safety and Health Management System (Part 1) – The Formulation and Issuance of Pilot Standards, Guiding Principles, and Audit Specifications. China has attached great importance to occupational safety and health standardization from the very beginning. In April 1995, our country sent representatives to the ISO/OHS task force, and also sent members to attend the two OHS task force meetings held by the ISO organization on June 15, 1995, and January 19, 1996. On March 8, 1996, our country established the “Standardization Coordination Group for Occupational Safety and Health Management”. On June 13, 1996, a domestic seminar on OSHMS was held, with over 30 representatives from more than 20 ministries and agencies, including the former Ministry of Labor, as well as directly affiliated enterprises, attending the seminar. In 1998, the Chinese Society for Labor Protection Science and Technology issued the \"Specifications and Guidelines for Occupational Safety and Health Management Systems\" (CSSTLP1001∶1998). In October 1999, the **Economic and Trade Commission issued the ‘Trial Standards for Occupational Safety and Health Management Systems’, and sent out notices to launch OSHMS pilot projects across the country. In December 2001, the **Economic and Trade Commission, in accordance with China’s laws and regulations on occupational safety and health, drawing on the experience gained from the implementation of the \"Trial Standards for Occupational Safety and Health Management Systems\" it had issued, and referring to the International Labour Organization’s \"Guidelines on Occupational Safety and Health Management Systems\", formulated and issued the \"Guidelines on Occupational Safety and Health Management Systems\" as well as the \"Specifications for Auditing Occupational Safety and Health Management Systems\". These measures further promoted the development of occupational safety and health management in China in a more scientific and standardized manner. **The \"Guiding Opinions on the Occupational Safety and Health Management System\" issued by the Commission for Economy and Trade stipulate that the **Work Safety Supervision and Administration Bureau is responsible for formulating, implementing, and regularly reviewing** the policies regarding the establishment and advancement of occupational safety and health management systems within employers. To ensure the consistency of **policies and their implementation plans, the occupational safety and health management system frameworks of relevant agencies shall undertake the following responsibilities: (1) The **Work Safety Supervision and Administration Bureau is responsible for the unified management and macro-control of occupational safety and health management systems in the country, ensuring the necessary coordination among various agencies, and regularly assessing the effectiveness of these management systems ； (2) The Certification Steering Committee for Occupational Safety and Health Management Systems is responsible for guiding the certification work of occupational safety and health management systems nationwide. Under the Steering Committee, there are an Occupational Safety and Health Management System Certification Body, an Accreditation Committee, and an Occupational Safety and Health Management System Auditor Registration Committee, which are responsible respectively for the accreditation of certification bodies, as well as for the training, assessment, and registration of auditors ； (3) The Safety Science and Technology Research Center of the Economic and Trade Commission provides technical support for the implementation of occupational safety and health management systems across the country, and formulates audit standards and implementation guidelines for such systems ； (4) The relevant departments of the State Council and the work safety supervision and management agencies at the local level promote the implementation of occupational safety and health management systems within their respective mandates and in their respective regions ； (5) **Accredited occupational safety and health service agencies assist employers in establishing and maintaining occupational safety and health management systems.** The aforementioned provisions fully reflect the participation at all levels of China’s work safety management system, and leverage the role of administrative departments and technical service agencies at various levels in helping employers establish and implement occupational safety and health management systems.
