I. List of the main responsibilities for work safety in production and business operations (1) It is necessary to meet the work safety requirements stipulated by the Work Safety Law, as well as relevant laws, administrative regulations, and **standards or industry standards; furthermore, it is essential to adhere to the **standards or industry standards that ensure work safety ； Carry out safety standardization work in all aspects and positions of production and operation. (II) Establish and improve various rules and regulations as well as relevant record-keeping systems, and ensure their implementation. 1. Establish and implement a safety production responsibility system (it is necessary to clarify the scope of responsibilities and assessment criteria for key personnel as well as other responsible parties, thereby creating a responsibility system that covers all employees, all job positions, and all production and business activities). 2. Establish and implement safety production regulations and systems, which mainly include: (1) Safety production meeting system; (2) System for investment in safety production and the allocation and use of funds for safety production; (3) Safety production education and training system; (4) Safety production inspection system; (5) Assessment system for safety production responsibility; (6) Reward and punishment system for safety production; (7) Safety operation procedures for specific positions and position standardization management system; (8) System for identifying and addressing potential hazards in production accidents; (9) System for preventing occupational hazards (such as dust, toxic and harmful gases) and for providing personal protective equipment; (10) Management system for workers engaged in special types of work; (11) System for detecting, monitoring, and managing major hazard sources; (12) Safety management system for facilities and equipment; (13) “Three simultaneities” system for new construction, renovation, and expansion projects; (14) System for reporting production accidents, carrying out emergency rescue operations, conducting investigations and handling incidents, and managing related records; (15) Duty and shift handover system; (16) Fire prevention, hot work, and fire usage regulations for chemical enterprises; (17) Other safety production management systems that are appropriate to the characteristics of production in this industry and organization. 3. Establish records related to work safety in accordance with laws and regulations (records of daily inspections by work safety supervisors, records of hazard identification and rectification, records of leadership rotating on-site supervision, records of training and education, etc.). (III) Improve the safety production management structure, assign safety production managers in accordance with laws and regulations, and establish a leadership body for safety production. 1. Entities that produce, operate, or store hazardous chemicals and fireworks, as well as mining and metal smelting enterprises with more than 50 employees, must establish a safety management department and assign full-time safety management personnel accounting for no less than 2% of the total number of employees ； For businesses with 50 or fewer employees, at least one full-time safety management officer must be assigned. 2. In other industries, enterprises with more than 100 employees must establish a safety production management department and assign full-time safety production managers ； Enterprises with fewer than 100 employees shall appoint full-time or part-time work safety managers. (IV) Ensure the funding necessary to meet the conditions for safe production, and allocate and utilize safety production funds in accordance with regulations, specifically for improving those safety conditions (the allocation and use of safety production funds are reflected in the financial accounts, along with annual investment plans and records of such allocations and uses). 1. Allocate funds for providing personal protective equipment and conducting safety production training. 2. Participate in work-related injury insurance in accordance with the law, pay insurance premiums for employees, and purchase work safety liability insurance. (5) Organize employees to participate in safety production education and training as well as relevant assessments, to ensure that they are properly trained and work with valid certificates in accordance with the law. 1. Formulate an annual safety production training plan in accordance with the law. 2. Train key personnel, safety production managers, special operation workers, and other employees. 3. Establish records for safety production education and training, accurately documenting details such as the timing, content, participants, and assessment results of such education and training. (VI) Implement occupational hazard protection in accordance with the law. 1. In accordance with laws, regulations, standards, and specifications, work environments and conditions that meet occupational health requirements shall be provided for employees, along with appropriate facilities for protecting them from occupational diseases. 2. Provide workers with personal protective equipment that meets **standards or industry standards, and supervise and educate them on the proper use of such equipment (safety helmets, dust masks, safety belts, protective clothing, rubber boots, gloves, etc.). 3. Conduct tests for occupational disease hazards in places with such hazards. Each year, a qualified testing agency should be hired to conduct a test. Signage should be installed at the testing sites to indicate the results of the occupational hazard tests, and these results should be recorded in the occupational health records. 4. Conduct pre-employment, in-service, and post-employment occupational health examinations for employees exposed to occupational hazards, and establish proper occupational health records for them. 5. In accordance with regulations, promptly and truthfully report occupational disease hazard items to the local work safety supervision and management department. (7) Design, manufacture (construct), install, use, maintain, and conduct regular inspections of safety facilities and equipment in accordance with relevant regulations, to ensure their proper operation. 1. The safety facilities and occupational hazard protection facilities for new, renovated, or expanded projects shall be designed, constructed, and put into use simultaneously with the main project itself. 2. Do not use obsolete processes and equipment that pose a risk to production safety. 3. Special equipment must be regularly inspected and tested by qualified professional inspection and testing agencies. Only after passing such inspections can it obtain a safe use certificate or safety mark. 4. Records of maintenance, upkeep, and inspections must be kept, signed by the relevant personnel, and a ledger must be established. 5. Install prominent safety warning signs at production and business premises with significant hazard risks, as well as on related facilities and equipment. (8) Strengthen the safety management of production and operation sites as well as on-site work. 1. Workers must be informed of the hazards associated with their work posts and locations, as well as the key measures for handling emergencies. Prominent signs must be placed in high-risk areas and at sites with major hazards, and escape routes must be kept unobstructed. 2. Conduct regular inspections of the safety production conditions, and accurately record the results of these inspections and any actions taken as part of their handling. 3. Install notice boards in prominent locations, and place information cards at positions where there are safety production risks. These cards should indicate and inform employees about the main hazards present, the potential consequences, key safety procedures, preventive measures, as well as emergency response actions in case of accidents. 4. When carrying out blasting, lifting operations, work in proximity to high-voltage power lines, welding in hazardous areas, work in confined spaces, work near long-distance oil and gas pipelines and urban gas networks, as well as other hazardous tasks specified by relevant authorities, specialized personnel should be assigned to oversee on-site safety management to ensure compliance with operating procedures and the implementation of safety measures. 5. A specified safety distance must be maintained between the production area, living area, and storage area. 6. Production and operation projects, sites, and equipment shall not be contracted out or leased to entities or individuals that do not meet the safety production requirements or possess the necessary qualifications. 7. When contracting out or leasing production and operation projects or premises, a special safety management agreement shall be signed with the contracting party or lessee to define their respective responsibilities for safety management ； Unify and coordinate the management of work safety for contractors and tenants. 8. Produce, operate, transport, store, use hazardous materials, or dispose of waste hazardous materials in accordance with laws and regulations. (IX) Establish and improve a system for identifying and addressing potential hazards in production safety incidents, and adopt technical and managerial measures to promptly detect and eliminate such hazards. 1. Strengthen the management of major hazard sources, establish registration records for them, carry out declarations and assessments of such sources in accordance with the law, and conduct regular inspections, assessments, and monitoring. Develop emergency response plans to inform employees and relevant personnel of the emergency measures to be taken in such situations. 2. The status of identifying and addressing potential accident hazards shall be reported and recorded truthfully, and communicated to the employees. (10) Formulate emergency plans and emergency response procedures for specific positions as required, establish emergency rescue teams, equip them with necessary emergency equipment and supplies, and organize emergency drills ； Or sign an emergency rescue agreement locally. (11) Report production safety accidents in a timely and truthful manner in accordance with the law, organize rescue efforts, cooperate with the accident investigation team in conducting investigations, and properly handle the follow-up matters related to the accidents. (12) Establish and improve the unit’s safety production reward and punishment system; conduct annual supervision and assessment of the implementation of the safety production responsibility system, and make the assessment results public. (13) Implement the safety production reporting system, regularly report on safety production conditions to the board of directors and the performance assessment department, and make such information public. (14) Other matters stipulated by laws and regulations. II. Union’s responsibilities regarding work safety 1. Supervise work safety activities in accordance with the law, organize employees to participate in the **management** and **supervision** of work safety within their own units, and safeguard employees’ legitimate rights and interests in terms of work safety. 2. Cooperate with the administration in carrying out safety production education and publicity efforts, and educate employees to voluntarily abide by laws and regulations as well as the various rules and regulations of the organization ； It supports the principal responsible persons in recognizing and rewarding departments (units) and individuals who have made outstanding contributions to work safety, as well as in criticizing and punishing those departments (units) and individuals that violate work safety regulations. 3. Promptly raise criticisms and suggestions for correction regarding any violations by the unit of laws and regulations related to work safety and labor protection, as well as any infringements on the legitimate rights and interests of employees, and urge the relevant departments to make timely improvements. 4. Participate in the formulation or revision of rules and regulations related to work safety. 5. Supervise the simultaneous design, construction, and commissioning of safety facilities and occupational hazard protection facilities for construction projects alongside the main project, and provide recommendations. 6. Supervise the use of funds for labor protection, and resist, correct, report, and sue any behaviors that hinder safe production, endanger workers’ health, or violate safety operating procedures. 7. Put forward suggestions for addressing issues such as illegal command, forced risky operations, and potential hazards related to production safety within the unit. 8. In the event of a situation that endangers the lives of employees, it is required to instruct the employer to organize the employees to evacuate the dangerous area. 9. Participate in accident investigations in accordance with the law, submit recommendations to the relevant authorities, and demand that those responsible be held accountable. 10. Other matters stipulated by laws and regulations. III. List of safety production responsibilities for various functional departments of production and operation units (1) List of safety production responsibilities for the safety production management department: Under the leadership of the unit’s safety production committee, this department is responsible for ensuring safety production within the unit. 1. Promote, implement, and enforce **relevant guidelines, policies, laws, regulations, rules, and standards regarding work safety**, as well as the instructions and requirements of departments responsible for work safety supervision, and carry out efforts to build a safety culture. 2. Organize or participate in the formulation of the unit’s safety production rules and regulations, operating procedures, as well as safety work plans and strategies. 3. Organize or participate in the safety production education and training within the unit, and keep accurate records of such education and training activities ； Supervise and manage the certification requirements for personnel working in special occupations. 4. Supervise the implementation of safety management measures for major hazard sources within the unit. 5. Organize or participate in the formulation of emergency rescue plans for production safety accidents, and carry out emergency rescue drills. 6. Examine the unit’s safety production conditions, promptly identify potential hazards related to production safety accidents, propose suggestions for improving safety management, and advance safety standardization efforts. 7. Prevent and correct acts of giving illegal instructions, forcing others to engage in hazardous operations, and violating operating procedures. 8. Supervise the implementation of safety improvement measures within the unit. Supervise the allocation and use of safety funds to ensure that they are allocated in full and used for their designated purpose. Ensure the implementation of the principle of \"simultaneous installation\" for safety facilities and occupational hazard protection facilities in new, renovated, and expanded projects within the organization. 9. Responsible for the compilation, statistics, and reporting of various work safety accidents within the unit; establish and improve relevant ledgers and accident records related to work safety. 10. Participate in the investigation and handling of accidents as required. (II) List of safety production responsibilities for the technical department: 1. Formulate or revise production processes, process management systems, and safety technical operating procedures in accordance with laws, regulations, and standards. 2. Develop a plan for safety technical measures and propose solutions for such measures. 3. Organize the design, construction, and inspection/acceptance of safety facilities and occupational hazard protection facilities for new, modified, or expanded projects within the organization upon their commissioning. 4. Organize or supervise various departments (units) in providing technical training for employees. 5. Responsible for implementing process management regulations, regularly checking the compliance with process discipline, and promptly correcting any existing issues. 6. Carry out research on safety technologies, and actively promote the application of scientific research achievements and advanced technologies in safe production. (III) List of safety production responsibilities for the Human Resources and Labor Department: 1. Responsible for signing labor contracts with employees, and informing them about the hazards associated with their work positions as well as the key points regarding how to handle emergencies ； Pay work-related injury insurance for employees and maintain a record of such insurance for them ； Thoroughly carry out rescue, medical treatment, and care for workers injured at work. 2. Provide employees with labor protection equipment that meets **standards or industry standards as required, and supervise and educate them on the proper use of such equipment (safety helmets, dust masks, safety belts, protective clothing, rubber boots, gloves, etc.). 3. Responsible for establishing and maintaining occupational health records, as well as conducting pre-employment, in-service, and post-employment occupational health examinations for employees exposed to occupational hazards ； Conduct inspections for occupational disease hazards in areas where such hazards exist; place signs at the inspection sites to indicate the results of these tests, and record the findings in the occupational health records. 4. Responsible for organizing company (plant, mine)-level safety education and training for new employees (including interns, trainees, and migrant workers). 5. Be responsible for, or work in conjunction with the safety production management department, to provide safety production skills training and assessments for special operation personnel and other employees. 6. Be responsible for assigning full-time and part-time safety management personnel in accordance with regulations. 7. Responsible for including performance in work safety efforts as part of the criteria for employees’ promotion, advancement, assessment, and rewards. 8. Actively participate in the construction of a safety culture. (IV) List of safety production responsibilities for the equipment management department: 1. Implement the regulations and requirements set by ** and higher-level authorities regarding equipment manufacturing, repair, and maintenance; ensure proper safety production within the scope of one’s responsibilities; be responsible for formulating and revising equipment management systems ； Responsible for the management of equipment and safety facilities. 2. Develop plans for equipment installation, maintenance, upkeep, and inspection, as well as corresponding safety measures. 3. Regularly inspect special equipment, and eliminate those that pose a risk to production safety ； Maintain a equipment register, and keep proper records of installation, maintenance, servicing, and inspection. 4. Install prominent safety warning signs on facilities and equipment with significant risk factors. 5. Organize safety inspections of special equipment and various other types of equipment and facilities; urge departments and workshops to properly maintain, manage, and service safety facilities and equipment, thereby promptly eliminating any potential safety hazards associated with them. (V) List of responsibilities for work safety in the finance department: 1. Formulate an annual plan for investing in funds for work safety, to ensure the allocation of the necessary capital to meet the requirements for safe working conditions. 2. Appropriately allocate sufficient funds for work safety in accordance with regulations, establish separate accounts to ensure that these funds are used for their intended purpose. 3. Ensure that funds for safety-related expenses, such as costs for addressing safety hazards and safety education and training, are allocated and used solely for their intended purposes. 4. Ensure the reasonable use and earmarking of funds for safety technical measures. 5. Ensure and supervise the use of funds for labor protection equipment and health foods. 6. Ensure that funds for work-related injury insurance, old-age insurance, medical insurance, and safety production liability insurance for employees of the unit are set aside, and carry out the corresponding payments. (VI) List of safety production responsibilities for the production scheduling department: 1. Promote, implement, and enforce relevant safety laws, regulations, rules, as well as the unit’s own safety production management systems. 2. Regularly analyze the production situation of the unit, understand the laws governing safe production, take proactive measures to strengthen safety management, and do a good job in preventing production safety accidents. 3. Ensure that in daily production activities, when there are conflicts between production, progress, equipment, tasks, energy-saving efforts, and safety considerations, safety must take precedence. 4. Any illegal operations or unauthorized commands by the production system that violate safety management systems and safety technical regulations must be promptly stopped and the relevant personnel educated. 5. Responsible for promptly implementing corrective actions regarding potential safety hazards in the production process. (7) List of responsibilities for work safety in security departments: 1. Improve security systems, and earnestly carry out work safety and fire safety training in key departments. 2. Responsible for the management and approval of **, *-controlled substances, and highly toxic substances within the unit. 3. Understand the fire hazards associated with the production process in the unit, regularly inspect and supervise the management of sources of fire, fire risks, and fire-fighting facilities, urge the rectification of fire hazards, and ensure that fire-fighting facilities are in good condition and that fire roads remain unobstructed. (8) Office safety production responsibility list: 1. Publicize, implement, and enforce **relevant laws, regulations, rules on safety production, as well as the unit’s own safety production management systems. 2. Thoroughly implement the superior authorities’ documents and directives regarding work safety; promptly convey, forward, and transmit to relevant departments the documents and materials related to work safety; and keep proper records of work safety meetings. 3. Responsible for receiving and accompanying visitors who come to the organization for inspections or tours, as well as informing them of safety precautions and providing necessary protection. 4. Urge various departments to implement safety production management systems and enhance the effectiveness of safety efforts. 5. Actively participate in the construction of the safety culture within one’s own organization. (IX) List of safety production responsibilities for the supply department: 1. Supply in a timely manner the supplies and materials required for safety technical measures. 2. Purchase equipment, tools, and personal protective equipment that meet ** or industry safety standards. 3. When purchasing hazardous chemicals, it is necessary to obtain the Safety Data Sheet and safety labels for those chemicals from the supplier, and to pass on the information related to their safe handling to the relevant authorities. (10) Safety Production Responsibility List for the Sales Department: 1. Ensure proper management of safety production throughout the product sales and after-sales service processes. 2. Collect and promptly provide feedback on customers’ requirements regarding the product quality and safety of the organization. 3. Responsible for providing users with the product’s safety data sheets and safety labels (when necessary). 4. Responsible for formulating safety management regulations for the storage, handling, loading, and dispatching of hazardous chemicals, and ensuring their strict implementation. IV. List of Safety Production Responsibilities for Workshops (Teams/Units) and Sections (Groups) (I) List of Safety Production Responsibilities for Workshops (Teams/Units) 1. Promote, implement, and enforce **relevant safety production guidelines, policies, laws, regulations, rules, standards, as well as the unit’s own rules and procedures. 2. Organize employees to participate in regular safety production education and training. 3. Conduct inspections, maintenance, and regular testing of safety facilities and equipment (safety devices, safety accessories) in accordance with regulations, to ensure their proper operation. 4. Information cards should be placed in positions where there are safety production risks, indicating and informing employees of the main hazard factors, potential consequences, key safety operating procedures, preventive measures, as well as emergency response actions in case of accidents. 5. Regularly inspect the safety conditions in production, and promptly report and address potential hazards related to production safety accidents. 6. When carrying out special operations, assign dedicated personnel to oversee on-site safety management to ensure compliance with operating procedures and the implementation of safety measures. 7. Prevent and correct acts of giving illegal instructions, forcing others to engage in hazardous operations, and violating operating procedures. 8. Report production safety accidents in a timely and truthful manner in accordance with the law, and cooperate with accident rescue and investigation. (II) Work section (team) safety production responsibility list: 1. Promote, implement, and enforce safety production policies, laws and regulations, as well as safety production standards, rules and regulations, and operating procedures. 2. Ensure proper implementation of the team-level safety training as part of the three-tier safety education for employees, as well as daily pre-shift safety meetings and safe shift handovers. 3. Educate and supervise employees to wear safety protective equipment properly as required and use it skillfully (safety helmets, dust masks, safety belts, protective clothing, rubber shoes, gloves, etc.). 4. Ensure that employees thoroughly master the safety technical operating procedures for their respective positions and implement the relevant safety measures. 5. Regularly urge employees to conduct safety inspections, maintenance, and upkeep of the facilities and equipment within their scope of responsibility, and to address and report any abnormalities promptly. 6. Supervise employees to avoid working in violation of regulations, and immediately stop or correct such violations when they are detected. 7. Report production safety accidents in a timely and truthful manner, and cooperate with the investigation of such accidents.
