Design pressure full water

Some Japanese companies specify a design pressure of full water for the containers. What does this mean?
A water filling test, right? It’s just filled with water; it’s sufficient as long as the water’s own gravity and head pressure are considered, and there is no leakage.
The operating pressure is displayed as ATM, while the design pressure is displayed as full water. The operating pressure is 1 atmosphere, or 0.1 MPa. The design pressure is given by atmosphere + pgh = 0.1 MPa + 1000*9.81*2.4 MPa = 1.024 MPa. Is that correct? With the gravity of water itself and without knowing the pressure area, how can pressure be calculated?

I’m not an expert, but this is how I understand it. The operating pressure is in the atmospheric environment ； The design pressure is the level that ensures the container remains safe once it is filled with water. I don’t see what the pressure is for; doesn’t the water depth already determine the pressure?
