According to Article 7 of Ministry of Construction Order No. 200, \"Provisional Measures for the Management of Construction Projects,\" a project management company may undertake supervision tasks for projects simultaneously, but it shall not engage in project contracting activities.
Within the same project, one cannot assume two roles at the same time, that is, being both the contractor and the supervisor.
