Is a secondary weld material warehouse necessary for pipeline construction companies?

Our company underwent a GC2 certification audit a few days ago. Since we have always been dealing with our own company’s operations and have not established a secondary welding materials warehouse, the auditors insisted that one must be set up. Is such a requirement reasonable?
Who issues the certificate decides. Is it useful to think it’s unreasonable?:
