Installation location of the vent valves on the inlet and outlet of the safety valve

When cut-off valves are installed at the inlet and outlet of a safety valve, a small vent valve is generally placed between the cut-off valve and the safety valve. If the cut-off valve at the safety valve’s outlet is installed vertically, is it better to locate the vent valve at the highest point of the outlet pipeline or near the cut-off valve at the outlet?
There doesn’t seem to be a vent valve; what is its purpose?
