Inspection of seamless steel pipes

Why don’t seamless steel pipes require inspection? Shouldn’t they be inspected according to the supervision regulations?
Notice from the General Office of the Quality Inspection Administration on Suspending the Implementation of the \"Rules for Supervisory Inspection of Pressure Pipeline Components Manufacturing\" (Quality Inspection Office Special Letter [2013] No. 583) To the Quality and Technical Supervision Bureaus of all provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps, as well as to all relevant organizations: The \"Rules for Supervisory Inspection of Pressure Pipeline Components Manufacturing\" (TSG D7001-2013) (hereinafter referred to as the \"Supervisory Inspection Rules\") were originally scheduled to come into effect on July 1, 2013. To implement the requirements of the \"State Council’s Plan for Institutional Reform and Functional Transformation,\" the General Administration is carrying out reforms related to the administrative approval process for special equipment as well as changes in related functions. It is also studying ways to reform the system of administrative permits, with the intention of abolishing or adjusting certain manufacturing permit requirements for pressure pipeline components as outlined in the \"Inspection and Testing Rules.\" To ensure that the implementation of the Supervision and Inspection Rules is in line with and coordinated with the reforms regarding the licensing process for pressure pipeline components, it has been decided, after consideration, to postpone the implementation of these Rules for the time being. Seamless steel pipes are a type of pressure pipeline component; TSGD2001-2006 Rules for Licensing the Manufacturing of Pressure Pipeline Components
What can the licensing rules tell us? I don’t quite understand; how come it occurs to me that seamless steel pipes don’t require supervision or inspection?
Simply put, I now understand why seamless steel pipes used for sub-high pressure gas pipelines don’t require inspection, while spiral welded pipes do
