Can pipes made of Q345E be used for pipelines with a minimum temperature of -35°C?

Can pipes made of GB/T8163 Q345E be used for liquid pipelines with a minimum temperature of -35°C and a pressure of 1 MPa? Is Q345E the same as 16MnD? Is it just that the latter grade is no longer in use?
16MnD should correspond to GB6479-2000; currently, the standard number for Q345E is GB/T6470-2013.
The grade Q345E is specified in both the new versions of GB8163 and GB6479; in terms of temperature requirements, Q345E meets the specifications. Additionally, if the pipeline medium is classified as GC1 under industrial pipelines, GB8163 is not suitable!
It can be used, but the material must first undergo a low-temperature impact test; it can be used only if the impact value meets the standard requirements!
