Generally, an iron-red primer and topcoat are used; any paint with rust-resistant properties will do
Is there any specific regulation regarding the painting of these pipe racks during design? A construction team asked this question a couple of days ago, but we have never established such a rule. A former colleague who worked as a supervisor said that the fact that the construction team asked this question indicates that their skill level is too low

I haven’t heard of any regulations regarding this either; the answer below is more comprehensive. For ordinary pipelines, it is sufficient to apply an iron-red primer twice and then apply an epoxy phenolic paint once. For high-temperature pipelines, some diluents suitable for high temperatures need to be added. For buried pipelines, epoxy resin asphalt paint with three layers of oil and two layers of fabric is generally used.
