Regarding the design calculations for EN12516

When performing the design calculations according to EN12516-2, the thickness of the flange neck eF shall not be entered in equations (94) and (98) at any value exceeding 1/3 hF. What does this mean?
Is there any expert who can help? EN12516-2 contains two formulas with such instructions; I checked GB150 and DIN13445, but there are no approximate formulas in them. I can’t understand this statement, so it’s difficult for me to carry out the calculations.
