Qualifications for pressure pipeline design and manufacturing

I would like to ask the experts: A mechanical processing enterprise has obtained the qualification for manufacturing pressure pipeline components, but I don’t see that it has a design qualification. Can such an enterprise engage in the design of pressure pipelines for jacks, as well as the supply of those jacks? Can it also design the external piping systems on pipe racks? Thank you very much!
