As shown in the picture, is this a flange? How is it used normally? Thank you, everyone please share your thoughts; extra points for that

It’s a carbon steel flat-weld flange; look at all that rust – it must have been exposed to rain
Flanges, welded to steel pipes, are used for pipeline connection and valve installation.
Flat welding flange, rusted after being exposed to rain
Plate flat welding flange (PL), sealing type FF, suitable for pressure ratings below class 150
The sealing type is RF; FF is fully flat
Flat flange, insert the pipe inside and weld it
Plate-type face weld flange RF; the rust indicates that it is made of carbon steel, for low-pressure applications
