What is the function of the two holes in the middle of this liquid ammonia stop valve?

Recently, our company purchased a batch of liquid ammonia stop valves; some of these valves have two holes in their upper part. What is the function of these two holes? In some valves, there are no such holes in the middle of the flange.
Our technical team says that this hole is supposed to be a process hole, used by the manufacturer during assembly; it has nothing to do with the users
There are two possibilities: one is for use by the manufacturer during production and assembly. One type has the nameplate pinned in. Looking at this hole of yours, it’s so big; it must be the former one.
It’s probably used for assembling valves~~~
