Setup of inspection passages in utility tunnels

Is there any relevant **standard** governing whether a two-story inspection passage that runs throughout the entire pipe gallery should be installed? This is still the default standard configuration.
I have not come across any similar regulations or provisions; in my opinion, inspection passages are unnecessary – platforms should be installed only at locations where valves are present or where maintenance is required
It is recommended to install an inspection passage with guardrails. If there are frequent technical renovation projects, this will facilitate work for the workers, as they won’t need to walk on top of the pipes. For the inspection passage, a 50-centimeter wide fiberglass grating board will suffice; it can be secured at the bottom using galvanized angle steel, while the guardrails can be made from 25-mm galvanized pipes. Of course, carbon steel or stainless steel can also be used
Inspection passages are such a waste, but I have indeed seen it done – in state-owned enterprises – and the utility tunnels look more impressive that way
There’s no need for that; once you see there’s a problem, just quickly set up a frame to fix it
