Can the welding procedure qualification for pressure pipelines (vessels) be carried out by a third-party organization commissioned by the project owner (such as a certain oil field welding qualification center), with the results then being provided to the construction party? 2. If a project is divided into several lots and different construction units win the bids to carry out the work, can one welding procedure qualification be used, or is it necessary to have one welding qualification for each construction unit? 3. For different projects using the same construction materials, can one welding procedure qualification be shared, or must separate welding procedure qualifications be prepared if different construction units are involved?

In accordance with the requirements of standard NBT47014 \"Welding Procedure Qualification for Pressure Equipment\", as stated in clause 4.3, \"Welding procedure qualification shall be carried out within the organization itself.\" The equipment and instruments used for welding procedure qualification must be in proper working condition; the metal materials and welding materials shall comply with relevant standards. Welding tests shall be carried out using the company’s own equipment by welders with proficient skills. From this clause, it can be seen that welding procedure qualification is a process through which a construction company evaluates a particular welding method for a specific material, and it serves as a criterion to determine whether the company has the necessary capabilities for such work. Answer: 1. No, all welding processes must use the personnel, materials, and equipment provided by the construction unit itself. However, non-destructive testing, physical and chemical tests, etc., can be carried out by a third party. 2. As above, each construction unit must have its own welding procedure qualification. 3. For the same project, different construction units shall not \"share\" the same welding procedure qualification ； For different projects, the same welding procedure qualification can be \"reused\" by the same construction contractor, but each project must develop its own \"welding procedure specification\" based on that welding procedure qualification.
