For a valve with two solenoids, why does it allow air to pass when A is powered, but not when B is powered? What is the principle behind this? Is there a pneumatic circuit diagram?

It depends on the interface connected; it’s a normally closed interface that allows air to pass when powered on； Normally open interface; air is cut off when powered on.
